Perhaps you should look at the stats on T2 long range turret ammo.
I'll give you a hint as to what they sacrifice, it isn't damage, and at 200km, the sacrificed stat means jack****.

As far as javelin ammo goes, since it's long range, it should simply be that, long range. Give Javelin ammo increased velocity, and then penalize the pilot in whatever. If people what large weapons that hit smaller ships better, then they should use guided missiles and the t2 precision variants.
Make Javelins have the same stats as T1 torps, only with 25-50% more missile velocity, and have their explosion velocity be worse than t1 (to give the same 'tracking nerf' T2 sniper ammo gives).\
Javelin doesn't need to be better when fighting smaller ships, that's the job of guided missiles.
And for the love of god, Tux or some other dev please take a minute to fix the Javelin HAMs so they don't have insane range. We know it's a bug, and that there's no real chance you've missed all the *****ing about it, but really, just make sure it's fixed by the 28th please?

I actually have some issues hitting on sisi hitting with just tech I ammo, I really don't see how level 5 tracking is going to help all that much.

they need to remove a high slot/turret off of it tbh
that should be the tradeoff for having a 125m3 drone bay
I'd rather just see its drone bonuses not work on heavy drones. You remove a turret hardpoint and you're just making sure that's another NOS fitted.
Hell it could have a 150m3 dronebay then and it'd help quell the 'OMG OUR WEAPONS CAN BE KILLED SO WE SHOULD BE WTFPWNAGE' cries from gallente pilots

That was exactly the problem with them before. They filled the role that should have been filled by pecision cruise, and made the cruise missile largely obsolete. The nerf that got handed down was over the top, on that I agree with many of the others here, but it's in the right direction.
IMO, Javelin ammo should allow the high damage, close range ammo type like torps to hit that medium range in a reasonable amount of time and hit for good damage in the same size category. I think they got the speed and flight time right. The Javelins don't really even need to travel as far as the tech I versions, as long as they get there faster. Damage doesn't have to be much better, if at all than a tech I for them to be useful. As for the explosion radius, my opinion, they should be given a radius to match the smallest battleship sized signature. J.A.F.O.

problem with the jav torp nerf is they completely screwed the explosive radius up.. they should lower it back to 300m, it was perfectly fine there.. with the reduced base dmg + 400m explosive radius honestly i dont see the point of jav torps now

Yes they have a SHORTER range than t1, which do more dmg and have the same exp radius.

I'm thinking CCP is just trying to make missles into medium range weapons ala lasers. Which really shouldn't be a huge issue.
