'Finding' it to be a valid tactic is irrelevant. CCP do not consider it an exploit. If its not an exploit its a valid game mechanic. As such there are NO circumstances where it shouldnt be used. For example if you escape the gate camp under 'fair' circumstances and find a safe spot , and your are pretty sure the pirates or whoever is hunting you will deploy probes to find you and you logoff, will we whine about this ? The point here is where do you draw the line of whats 'honourable' and what isnt. The fact that CCP allows it means its valid, even if many people dont like it.

Yes i think it would be bad for the game, and CCP should come up with a good mechanism to fix people doing this.

I dont logoff to avoid death, i dont put myself in that situation to start with, and if i do stumble into a gate camp and get ganked then theres a lesson for me to learn. We hear often about large alliances fleets logging of as well as individual players, and login traps etc. Most of this is 'fear' of losing something...territory, equipment, isk, implants...etc. Which is bizarre considering this is a game. However many players do invest time in building up characters, isk, alliances, territoty and to accept large 'losses' can be difficult. Also eve has a competitve element and in any competitive game (RL included) a certain amount of bending the rules comes into play (watch pretty much any proffessional sport to see the rules of the game bent).
The issue isnt changing something to make it so that people dont choose to logoff, if it can be done someone will, its not giving them that choice at all...i.e remove the option completely.
btw: Im actually in favour of death being an even greater penalty / loss than it actually is....for example i would liek it if they removed insurance from the game completely. :)
