If you are sincere about negotiating with Xetic you might want do it in private. All dragging this out into the public eye is accomplishing is setting the stage for a violent confrontation and pre-assigning the blame.

The reason for the passage you quote is that we require anyone that would like to mine to request this upfront. The Federation is not an alliance itself but a name for the total of corporations that have received permission to mine in the region WITH the use of containers. The term "federation" symbolises the fact that these corps have bound themselves to adhere to the rules set out by Xetic, such as contributing to the security of the region. This means that any corp has the opportunity to mine (with containers) in Immensea, as long as they accept that they join in the sesponsibilities taken by Xetic to secure the region (a.o.). Politically seen, these corporations are NOT a part of the Xetic alliance, they can be perceived as participating in the project to secure the area for mining.
At least this is what i personally understand the Immensea Federation to be. Do not pod me if i'm wrong on some of the details as the whole idea is quite young still and as such might have been changed a little.
Again i must add that i have no senior position in Xetic or in any of its members, and as such am not infallible when trying to clarify Xetics policies. For further questions or negotiations please contact one of the ceo's of the Xetic corporations
EDIT: I would limke to add that the charter has been made with some future tachnologies in mind, such as mobile refineries and player stations. The (free) use of these might be restricted to Federation and Alliance members only, depending on how these will be implemented. _______________________________________________

Thanks for the clarification. That seems reasonable as you describe it. And if that's the case, I don't see why HDY doesn't just apply for Federation membership. It'd give them mining access to Immensea without the political baggage of being a full member of XETIC. If this (threatened) war is over the rights to put in player-built structures, that's sort of crazy considering they're imaginary for months to come.

I personally couldn't care less what you do down there - I was merely pointing out to the original poster that when alliances claim an area then they nearly always give the same reasons - "roving bands of thieves and murderers" in your case (which nobody had ever seen) - and take the same actions. ie kill people who choose to enter your area after being told they can't.
Up to you what you believe but it was one of the Collossus guys (IIRC - it was a while ago) who admitted that XETIC was responsible for the podkills.

Despite honorable intentions, XETIC appear to be adopting a policy not unlike the US Federal Government during the 1800s, a policy which saw the forced migration and decimation of the indigenous peoples of the country.
HDY may well have adopted a poor diplomatic stance and mishandled the PR aftermath, but they have a right to feel aggreived since they have been mining and hunting in the area for months, long before XETIC lay claim to the region.
As history has repeatedly shown, planting flags is not enough to secure an empire. XETIC would do well to remember that.
I notice too that HDY issued their 'press release' just 40 minutes after the conversation with XETEC ended. Perhaps they should have sat back, had a beer and slept on it before throwing their toys out of the buggy.

XETIC and the IF has a very clear policy of ONLY firing upon individuals that aim to do harm the operation within the region. These have been almost entirely PvP pirates corps. No one has, as far I know, fired without good reason and with the intention of killing innocents. Furthermore I must commend our neighbors, who have been very friendly and I'm sure would say the same for us.

Immensea has never been closed and people are not being killed indiscriminately. The only kills have been pirate groups. I'm sure if you were to visit us down there agrizla, you would find that we are very friendly.
We want Immensea to become a future economic zone and all we ask is for people that want to mine there, is to take a little responsibility in the protection of the region via the Immensea Federation.
HDY was always been welcome if they were to take on this responsibility and coordinate via the IF. Unfortunately, they came to one of our people with demands to hand over systems to make a mini HDY space for themselves with threats of war if we refused. The total lack of diplomacy is in the log.

Can anyone honestly say that there is ONE person who can speak for the whole of any Alliance, without first contacting the core members FIRST on request of level that Overkill stated? I don't think so, at least not in the few minutes they conversed.
The wrong person was contacted and evidently could not see the seriousness of the request. A mistake, plain and simple. Night's of CT even made a statment,
"... and the executive you spoke to was not an executive, he's a noob recruitment officer."
When one side is not paying attention then they do not consider the full impact of the situation. It all starts to fall apart when Sophosuni makes a false assumption,
"...you can by all means get in contact with some of the other xetic directors but there response would be the same."
It is firmally believed that this can be discussed at a mediation table and everyone would have time to think and make decisions. It is a decision of compromise on both sides. There can be no room for animosities, pre-judgements, or stereo-typing for something of this importance to work.
These points are brought up because both CEO's can either consider this or ignore it, that is their perogative.

Ok, allow me to clarify a couple of things.
We are NOT a part of the Venal Alliance, nor have we ever been. NVA and HDY have conducted some business in the past and we have solid ties with that organization however we are not a member entity.
We did NOT state "give it to us or die" and in fact we did NOT commit blackmail. We present our request after we were lead to believe that the contact person was indeed an executive of the Colossus organization. This gentlemen by his own admission said he was an executive of said organization. As CT is the most widely heard this was my chosen point of contact.
In regards to the blackmail bit, war was only discussed after we were refused outright. I even stated that I accepted their decision however that piece of real estate was might attractive and at that time was still our number one contender for our core system and homeworlds. Why not fight for what one believes in yes?
Blackmail or threats come BEFORE the answer as a means to sway the decision, not after the fact.
I had emailed other members of the XETIC at the same time I emailed Mr. Night, none of these contacts responded within 48 hours. 2 days is 2 days. If you want to run stuff then you make damn sure you have someone in your stead who can look after things while you're gone.
I made the mistake of assuming that the XETIC were a close knit bunch of folks and figured that word of my request would reach SOMEONE in addition to the recently hired Executive with whom I spoke. That part I accept responsibility for.
I really don't see that there is all that much to say. HDY has selected another chunk of space taking us closer to other potential customers who are perfectly willing to have an independant contract ship yards on their front door step.
Before I go, let me reiterate why HDY did not join the XETIC or did not even apply. Not just XETIC but ANY alliance.
Hadean Drive Yards has no interest in belonging to a specific alliance and operating under that charter above all else. This would prevent us from conducting business with those who were out of favor or at war with said alliance.
Hadean Drive Yards is a UNIVERSAL ship supplier who is not swayed by political views and scandals, hence some of our mottos

and a plethora of others to accompany it.
We've picked a new group of systems as our core operating area and we'll restrict one or two of them for personal use while leaving the other two open for public gathering and to conduct business transactions when necessary.
No disrespect was originally intended to any of the member corps within the XETIC and many of those member CEOs who have bumped shoulders with me before know this BUT I don't take being brushed off lightly. Wars have started for less.

Judging by your manner of conducting business untill now (aside from you posting here a bit hasty), i regret your decision not to join Xetic or the Immensea Federation. I do think CT and HDY might be more alike then we have shown by our handling of this incident.

I have no wish to get involved in any sort of forum bashing of the Xetic Alliance but i would make 2 suggestions.
1 - when you say you will get back to someone within 2 days i take it thats is +/- 2 weeks, I am still waiting for an answer to my request.
2 - make sure your guys guarding the gate know what they are doing and the laws you have laid down about movement through Immensea. 3 times ive gone through and 3 times i have been told different things by gate guards.
I am quite interested in the logistics of how you intend to police such a huge chunk of space, and of course how our more military minded corps react to it now its been highlighted.

Allow me to reiterate for you...
Hadean Drive Yards will sell ships and equipment to anyone with the ISK to purchase them. We are not bound by geographical borders and political factions.
All our customers know this ahead of time and those who have dealt with us in the past are aware of this.
One customer went so far as to purchase such a large contract that we did not have anything left to possibly sell to anyone else for about a week.
Their private little war went on and our client was able to come out on top of the situation because he was able to resupply faster than his enemy and outbuy us to the point where his opponent (also a client of ours) couldn't purchase anything because we simply didn't have anything to sell.
In short, we sell to all, all know this, we don't hide it.
