Please correct where necessary:
1. Buy Prototype Cloaking Device I BPO (Where?) 2. Research it, create copies 3. Do the invention process on the copies. Do you get Covert ops cloak II or Improved Cloak II or either? 4. If you only get Improved cloaks, you then invent again on it? What kind of chance of success does this have?

Not possible without the smaller BPO eing seeded into the game as more than a rarity as it is atm. --*=*=*--

They have to release a T1 cov-ops cloak for you to ever invent a T2 cov-ops bpc.
Then they could also fix the screwed up cloak production line, where you need a T2 cloak to make a T2 cov-ops cloak, something you don't find in ANY other T2 production.
Have proto-cloak BPOs seed to the npc market, and invent them into imp cloaks II, then make a proto-cov-ops cloak BPO for inventing t2.

Heh, that's nice. When your charging 70mil for a module that 7 months ago was goign for around 20mil not only does that say something about the character of the people selling them but it also makes the point pretty effectively that the system is broken. Saying that a change that will nerf your 350% inflating isk printing press is unfair to you is ridiculaous. It's unfair now, and to say otherwise is nothing but greed speaking. I don't care if you hit the lottery or not, no one should have the right to print isk in the fashion that is being allowed atm.

I have a sneaking suspicion that this wierdness will be sorted out in some way eventually. This is the only T2 set of items with this problem, so once CCP figures out a good way to fix it, they will... I'm sure much to the chagrin of the BPO owners, but hey, it's screwed up atm so a fix is almost inevitable.
One idea might be seed Prototype Cloaking Device I BPOs, change all current Prototype Cloaking Device I BPOs into half Improved Cloaking Device IIs and half Covert Ops Cloaking Device II BPOs determined randomly (just like winning the lottery again, YAY!). Then change the build requirement of Covert Ops Cloaking Device IIs to require a new and different T1 cloaking device/BPO that is seeded to the market.

It has already been stated that in cases where one item can be used to make two different t2 items, invention gives an equal chance of getting either, e.g. Rifter -> Wolf or Jaguar (iirc, not that the exact items matter).
I think that making the Prototype Cloaking Device BPO work in this way would be fairly sensible. We don't really need the current T1 -> T2 -> Covert Ops Cloak chain.
I'd be happy to get either T2 cloak from invention- the market is so distorted at the moment that I really have no idea which one ought to be more valuable under the new.

Looks like its been fixed. Prototype BPOs seeded and the Covert Ops Cloak now uses the prototype cloak as an ingredient.

You can buy proto bpos on the market, and it looks like the improved does not consume a proto to make, and the cov ops consumes a proto instead of an improved. The invention path also appears to be proto invents into either improved or cov ops, at random.
