The EVE Information Portal forum channel has been created. This forum will be used in conjunction with the Dev Blogs, news items, and announcements to consolidate discussion and announcements in one channel. General Discussion will still be used for some announcements, but future news such as the Revelations deployment, will be made here.
New posts in this channel can be created by CCP Developers, GMs and forum moderators, but replies to any existing post can be made by any active EVE account. From time to time, player created topics may be moved to this channel to highlight discussion.

Please keep in mind this channel may not immediately appear in your browser. It may be necessary to relog into the forums or refresh your browser cache in order to see the forum appear on your list. The forum channel resides at the very top of the forum channel list.

The 'Locked Channel' notification is the result of the forum software not updating with the change in forum view permission. If it is not available before the Revelations deployment, it will be after.

That was added to the patch notes just a few hours ago. It was overlooked in one of the note edits.
