Uh, no. It may decrease the time on your Learning skills, but you won't need to spend too much time training those, so getting extra Memory for them is just wasteful.
Unless you want lots of mining or other Industry skills, for which Memory is the primary attribute. Then you're getting it for Industry and not Learning.
