The first level of the serpentis 10/10 complex never used to require a key, well now it does, and this key drops from the Serpentis Shipyard Defender. This overseer never spawns after a server reboot/downtime. He spawn rate varies, sometimes he spawns once in a full 23 hours, yet sometimes he does not spawn atall.
What does this mean for the serpentis 10/10 complex? It means if you turn up after downtime to run this complex and have not prefarmed a key from this rare spawning (possibly bugged) overseer then no complex for you. Meanwhile mr farmer who farmed a key from the first overseer when he spawned at 5 AM in the morning gets to run the complex.
This also means the complex is usually runnable no more than once per day, sometimes no times a day as this overseer often doesn't spawn atall.
CCP, you said you wanted high end complexes like this to be runnable twice a day, well, that's not the case with this complex, it is with all of the other 10/10s, that's why i think this is a bug.
Could a dev comment on if this is a bug or not please, i will submit a bug report, however i know it's just going to be lost into oblivion and i will never get an answer.

report and wait for the next available operator to give u a call - u know farmers keep this game going with their monthly account purchases and purchase and reselling of GTCs - so dont try to be to hard on em lol ( i hate farmers but thats the reality)

It hasn't been a full 24h from the patch, nor from the DT, how can you possibly know that he won't spawn twice in a day?

I'm 99% of the way sure, i've tested this complex on the test server just yestaday and it was still like this.

How am i a farmer? This change helps farmers, which is why i dont like it.
Now whoever gets to run the complex is not decided who wins the fight against other players, it's decided by who can camp the first level of the complex all day and night, waiting and hoping that the first overseer will spawn, i can already think of some lame ways of camping him and killing him as soon as he spawns and then getting out before anyone can stop you. Well done, you've just secured yourself the complex via the same methods that the chinese farmers are controlling the 3/10 serpentis complexes in empire, by camping the key spawns.

Sounds fantastic to me TBH. Minimisies the farming, rather than helps it.

It's been implemented incorrectly. This is just one side-effect.
The correct implementation would be for the spawn to pretend downtime never happened, by saving the live plex state across DT.
I said this already and got shouted down by a bunch of morons who just wanted to yell about farming and didn't understand the point I was making.
The other side-effect is that Australians never get to run a plex again, whether for fun or no.

I'd say it makes the farming worse as those who want to farm the complex will just camp this overseer spawn, thats all they need to do, kill just one ship, and they've secured themselves the complex.
How can you say that's a good thing? The serpentis 10/10 complex used to never require a key to enter the first level, that meant that anyone can go inside and attack others who are already in there, HELLO? People have been screaming at CCP to remove the key require for complex gates for a long time, and what do ccp do, they add more key requirements.
The bottom line is lots of fights used to occur inside the serpentis 10/10 because no keys are required to access the main levels of the complex, all this has now changed, and due to the infrequency of the keyholder spawn, we are no longer going to see fights inside the complex, we are just going to see cloaked ships camping the first level all day/night waiting for the keyholder to spawn and kill it.
This moves the method of securing the complex from having to fight with other players in pretty much every level, to just camp camp camp till the overseer spawns and kill it and get out fast.

in fact further to my post above I think it's the same morons yelling "farmer" above. They did that to me too, and I've run a static plex maybe 3 or 4 times in my entire eve career.
ignore the dung-flinging peanut gallery; they haven't evolved yet.

Bug or anti-farm feature?
If it's an anti-farm feature then it's a very dumb one, as it just removes the pvp aspect from the complex, and turns it all into camping and farming. Are pvpers good at camping and farming? No, farmers are though.

Ppl could just go there everyday and farm 10/10 complexes. Now you need a key to access it so making isk there is limited to a few days in the week, not everyday. I think they changed the respawn times before so another limit there.

i've said about the same, plex holds its state, respawn timer is based on the last time the keyholder was killed, and no respawn of a keyholder inside the plex if someone is in the level, farmers will weep, but the rest of eve would have a shot at the plexes then.

Not necessarily, but it allows the people who does complexes and or QA to look into it to check if it is a bug or not.

Complexes spawns should not be predictable.
In 4-07 a 10/10 system every day after downtime 4 geddons log on run the plex then log off. Then later on when the plex has respanwed they log on run the plex then log off making billions of isk a day. If thats not farming i dont know what is.

A change was made in two steps regarding spawn times of Overseers, one last summer and the latest in Revelations. The code change in Revelations might have influenced unforeseen things, file a petition we will look into it.
