The 0km warp option was implemented with hopes that it would completely replace insta bms. Unfortunately, due to specifics of EVE game mechanics, such solution doesn't achieve 100% reliability of insta bms.
For gate warps, the failure rate of 0km warp is around 5-10%: when person exits warp outside 2500 m jump range.
For station warps, the failure rate is around 50%: when person exits warp outside 0 m docking range.
It doesn't matter right now whether the current failures of 0km warp are acceptable from game balance point of view. The issue now is that insta bms are still in game, competing with 0km. And unlike 0km warp, instas CAN have 100% reliability.
What is necessary to make bms completely unnecessary?
The -3 km warp option. It would offer 100% reliability just like instas, without the extra cost of maintaining insta bms. Only then everyone can safely delete all their bms without shadow of concern.
Are there any side effects to -3 km warp option? as far as game mechanics are concerned, there are none. All gates and stations in EVE have more than 3km radius "0 range" sphere. There would be mininum bumping side effect. 0km warp option should be retained for those who wish to warp to small objects, such as other space ships and wrecks.

you better be joking warp to 0 is awesome it dont need to be tweeked anymore then it is so what if your just a bit off the gate or station you will be jumping before anyone can get a lock on you so nothing to worry about thats my 2 cents ------------------------------------ darklegionca - One name. You are justifying 0km warp from game balance point of view. That's not the issue.
The issue is how 0km warp competes with insta bms. Insta bms are currently more reliable. If devs want to make instas absolete, they need to have alternative solution that offers 100% reliability.

All jumps have a +/- <= 2-3km range to prevent bouncing upon exit of gang warp. So brilliant plan is to penalize those who get the + side by putting them up to 6k from the object. That'll work well.

I think most, if not all stations in EVE have collision regions more than 6km away from 0 range sphere.
Also note that I don't want to disable 0 km warp as an option, I'm merely adding -3km warp as new option.

Again, you are talking from perspective of game balance. Not from perspective of Dev's trying to get rid of insta bms.

After reading about the %50 failure ratio to station warps I'm glad I hung onto my station insta's for the most part.
Station Insta's weren't that hard to create anyways, so if ccp does go through and delete all the instas left in the game I won't mind really cause I can recreate the ones I need the most with relative ease.

This is probably the best compromise, gives the low sec pirates some margin for error to get kills.
and tbh having to fly 3 clicks isn't 'that' far in the grand scheme of PVP

Warp to 0 works fine for me, Most ive landed outside a object is 1.5km, so still in jump range.
Ive deleted teh BM`s on this account, but not my other one. I want to see how it pans out for a few weeks 1st ;)

i have no idea why it posted that above...
but what i was trying to say is i just flown 30+ jumps using the warp to zero all the while the npc police trying to stop me,,,, no problems at all and the warp to 0 never missed a gate or station.

Lol, I can see the new warp to 0 being the tool for much faster creation of warp to 0 instas than the older warp to 15 instas.

I use current instas for stations when i have them (most i've been put away from a gate was 2510m), and if not i put up with the few km i have to fly to dock. Still a huge improvement on the previous 15km

Hmm, the main reason for insta sets is for managing hostile PVP encounters. The benefit of heavy ships travelling faster is a side effect.
And for all you pies out there, stop ya whining, gate camps have always been about aligning vs locking times and that hasn't changed.
