I don't think you really need this system of 1.0 to 0.0 status.
All the star systems should simply be set in Four categories.
High Security --- Anything from 1.0 to 0.8 should be turned to HS zones. PvP not allowed--Concord will react. The proposed HS zone equivalent to 0.8 right now, with the occasional 1k pirate spawning on the belts. Any noob can handle a 1K pirate but a 1K pirate is good to keep miners on their toes and get rid of hour stretching AFK mining. Mineral values of such systems should be equivalent to 0.8.
Mid Security --- All systems from 0.7 to 0.5 status will be redesignated MS. The effective equivalent of the MS zone is today's 0.5, which means you get paired or grouped pirates with bounties up to 2K. Mineral values of MS systems should be equal to the current 0.5.
I also propose frigate only PvP should be allowed in these zones without any security hit.
Low Security --- Any systems from 0.4 to 0.1 will be redesignated LS. The present equivalent of an LS system is the current 0.1. Mineral values should also be equal to 0.1. These zones will allowing PvP will maintain their current system of taking a security hit and gates will still have sentry guns.
No Security Zone --- Equal to current 0.0. All systems outside of Empire Space. No security hit whatsover. No sentry guns. Zyd and Mega in ores available. Pirate bounties up to 50K, or in combinations and groups adding up to 50K. In the future these zones will allow for player stations and battleship rat NPCs.
Other than my proposed additions (players stations, frigate only pvp, and battleship rats), the entire scheme can simply be acted by redesignation of all zones into the following as an intermediate step.
All zones from 1.0 to 0.8 should be reset to 0.8.
All zones from 0.7 to 0.5 should be reset to 0.5.
All zones from 0.4 to 0.1 should be reset to 0.1.
All 0.0 zones remain as is.

What ore's available, and what NPC rats spawn in the belts, is a function of sec status. So I don't think they'll be changing it.

Sec Status system is good as is. Leave it. BTW: There is nothing in ur idea that would change anything besides the "naming", so , where¦s the point? I don¦t wanna know anyway...

some naming may be good for the sake of newbee's though...
1.0 : secure space 0.5 : patrolled space 0.0 : warzone
could just make it a cursor-hover thing over the numbers and the name would pop up, nothing really has to change...

I guess it's best to leave the system, like it is today. I guess they want to be able to put in more details later like thougher npc pirates, different ore types etc
But there should be a tutorial with examples on how the security works.
