What is the reason behind having 2 ABC using Hybrid weapon systems but we lack of having ABC bonused to cruise or torpedoes weapons ? was the situation like this since the introduction of ABCs or it has been switched after the nerf to missiles in general ?

NAGA PLEASE!!!
Missiles did not fit well into the paradigm of a relatively mobile large weapons platform that largely operates at range.
Torps were too short range for a lightly tanked battlecruiser, cruise missiles took too long to hit (which is the reason missiles are shunned in fleet warfare), and both had massive problems applying damage without support mods... which would cut into the already light tank native to the ships and put the Naga at a disadvantage.
I am glad they stuck with hybrids. My Naga is one of the best frigate sniping ships I could ever want... ~400 dps @ ~200km.

The original torp naga was vaporising cruisers and BC at an alarming rate.

I think it can be negated with buff like 200% bonus to missile velocity for an example, like the Barghest.

Yes.
The Naga (as has been discussed) was originally designed with bonuses to both hybrids and missiles but this version never made it to Tranquility. |

Basically like baltec said. Missile Naga was so OP CCP dumped the missile bonus and since Caldari already use Hybrids it still followed lore. |
