Are you intending to fight with the black ops?, why would you want to do that?
You are basically a utility char as a blops pilot, not much else, unless its for ganking noobs in starter systems.
Even with maxed out gunnery you would do less damage than a t1 bs and along with their non-existent tank, price tag and role you'd be primaried every time.
No problem if you don't like him, just explaining why you don't need the things you're asking for.
The pre-reqs for the covert portal are a bit of a pain and tbh only non-blops specific chars that will have them are either scattered, high sp chars or focussed titan holders. The latter will be about the same price but won't have any other usable subcap stuff.
Just explaining the cost.

I'm really sorry for your knowledge about pvp, if you see only one side of geting fun, what about hot drops, about ganking pirates frac. bs at gate kemps, about cutting off small fleets, which are late to CTA in time, or poping a support fleets from the bridge. Or even single fan, to hot drop a 2-3bil paladin or navy raven in anomaly.... if you can do that with yourT1 BS- please do.... you have your fan and we will have our. every one is happy

Well look I was trying to be helpful but nevermind, my point is it wil NEVER be your role to provide dps as a blops pilot. You misunderstood my response. I clearly said that the dps from a blops would be less than a t1 bs....which it obviously always will be. I didn't say anything about t1 bs being able to hotdrop 
All the examples you mentioned above rely on you having a gang to deal dps. Your ONLY purpose is as 'the guy with the portal' and any laughable dps you'll bring will just be for km whoring.
So, if you're just km whoring, why do you need high gunnery? I look forward to advice from such an experienced pvper
