Everything about this loan request sets of every alarm bell I have. Even if I had that kind of ISK laying around (I don't) and I was looking for an investment opportunity (I'm not), this is not the loan I'd fill.
I'd suggest you take a good look at your skill sheet and see what you can do, rather than looking at the vast list of things you can't do. You may find that a couple of weeks dedicated training can make up for whatever perceived deficiencies you have.
For Nullsec ratting, the mighty 100mn AB fit passive VNI with faction heavy drones can run Hubs in complete safety. Total training time, maybe a week for Gal Cruiser III, Heavy Drones III and some time in Afterburner, Fuel Conservation and drone supports.

my main is from 2014.
I'm in a 0.0 Corp/Alliance/Coalition. I'm able to fly 'something' for every alliance and coalition fleet doctrine we have (albeit, occasionally I still turn up in a Vigil).
I'm also able to rat happily (see the awesome VNI) and get my PI sorted out.
Yes, I want to fly Recons and HACS and Black Ops battleships. I can't.

If turning 50 million into 500 million, and then 5 billion, is "not fun" for you, then I seriously doubt that what you can do with 5 billion will be fun, either. Most bitter vets who have a lot of isk look back on their early days in the game with fondness and wish they could re-kindle that level of fun. EVE is not for everyone, and it's not a game of instant gratification. If you are one of those people who don't enjoy the game, I can't imagine that having more isk will be the answer. On the contrary, assuming you have honest intentions (which is not at all apparent here), carrying a heavy debt load makes the game less fun.

Maybe instead of throwing billions of isk from your PLEX at an alliance that does not seem like it should be in null, you save the isk and buy a character that can do whatever it is you want to be doing.

Granted you could probably drop some cash for a character, or even find someone dumb enough to just give you billions, but I honestly dont think EVE is for you.
There are examples abound on how to get involved on day 1 and have fun. Plenty of simple ideas, cheap fits, and more than enough groups to help you do it. That being said, your understanding is skewed regarding the possibilities in EVE and your view of skills and time required.
Your attempt has failed as far as I can see. You might try to play the game and skill up like everyone else, or just go scam in Jita I guess... since theres "no way to have fun" without gaining billions in a few days with no work.

It is so laughably easy to get rich quick in EVE if you have player skills and determination. Once you are rich you can buy the SP you need from the market. The reason why you are not enjoying the endless possibilities of this great game, is that you are apparently ignoring many of them. |

Yea I probably am lmao.. Im currently doing null anoms and ratting which I enjoy since it's possible to drop some cool ****.. I don't make much isk/hr but hey it's fun and I like dodging the gankers when they show up.. It's more exciting.. I just want to be able to fly something decent so do the high lvl stuff. |

When I started in sept 2013 I always planned to buy a better character.
I manufactured for 6 months and used the isk I'd saved (about 15b) to buy a character that could fly everything subcap and had all the other skills.
After dabling around in wh's and abit in nullsec I sold the character. Turns out what I enjoyed in eve was making money.
I now plex 6 accounts every month and just trade.
Being low on sp and cash is where I think everyone discovers what they want to do in eve. Even if you have to waste a few bill in transfer fees and quick sales to realise. ")
