consider for a moment that CCP actually replaced the "session change in progress" message that you get when you try to activate a gate inside your 30 second session change window, with a message that is somewhat more specific.
yes kids, its a new error message. Deal with it
and I'm slightly confused, I thought the station session change timer was reduced, but I didn't think the gate timer got changed and AFAIK it is still 30 seconds

I can't say I've had that issue
I got it last night while trying to jump while the timer graphic was still up
it let me jump when the timer ended
I did not pull out a stopwatch
