Jamming with a Blackbird is basically a two or three ship affair. You must realize PvP is always a team, not a solo effort.
A Blackbird set up for ECM against all races isn't going to get much slots, powergrids and cap to do warp-propulsion jamming, as well as webbing.
If you are set up as an ECM ship, it would be better if you have a partner in another BB or another ship setup for warp jamming and webbing. Or vice versa. You may still have problems deal with enough damage, which is why a third ship---any other ship made to inflict with maximum damage or set up for NPC hunting---is needed to actually destroy the target.
An EW ship should have one ECM made to deal with a particular sensor (Phase Inverter for Ladar, White Ion for Radar, another type for Magnetronic, another for Gravimetric...) Generally loot drops in the Amarr region will give you the ECM against Ladar, Minmatar region has loot drops against Radar, Gallente region against Gravimetric, and Caldari region against Magnetronic. YOu don't need to hunt NPC cruisers for this. Just even NPC frigates will drop them.
Then to top it all, you need an ECM Multispectral. This tends to be a rarer drop. While the others you can easily hunt for, this one might bring you a cost of around 300K isk, maybe more in some parts.
Wtih five modules, you can jam anything short of a battleship with ECCM modules or a Scorp which has a very high base sensor rating of 20 to begin with.
This is going to eat cap like crazy, so you need relays on your bottom slot. Your sixth midslot can be anything, either a booster or a capacitor battery.
For armament, you cannot use weapons that use cap. This rules out hybrids and lasers. You either load completely with projectiles, or with missiles. A good setup with be one projectile for the turret like a 720mm howitizer, and 3 H-50s with heavy or cruise missiles.
The other setup is for a warp jamming and webbing ship.
Have one or two Warp Disrupters (easy to find in any small frigate NPC loot). Then a webifier to web him. Use some Afterburner to get to the target quickly. A tracking disrupter can be useful to make his weapons miss a lot. In the approach to web him at close range, a sensor dampener helps to cut his targeting ranges down by half, so he can't hurt as much with his big guns at long range. Once you orbit the target to web, the tracking disrupter will help make him miss you.
For an armament, load up with 3 425s autocannons and 1 missile launcher. The 425s are very damaging at close range, as you orbit and web the target at sub 10k ranges.
You can live on expecting to fight alone so you need to mine and hunt for a while. You can still mine with the Blackbird with 3 Miner 2s and two cargo holds. For an NPC hunter, try using 3 250mm rails with antimatter and one launcher, or 3 Focused Medium Pulse with Radio Ms or Beams with X-ray/GammaMulti Ms with one launcher.
For NPC hunting, one shield booster, one med cap, one recharger, one afterburner, one or two shield hardeners or warp stabilizers. Add a web if you like to practice webbing against NPC targets first to get the feel of using this tool.
As always in any configuration, leave two relays in the two bottom slots.
An MWD is always an option you should consider for running away.
AS one poster has said, it's a flexible ship. You need to set your priorities on what you want to do first most of all, then work in that direction. YOu might learn to do multiple setups to fit the occasion.
