Hi, If a PC pirate attacks me in 0.5 sec space while I'm mining will Concord come to my aid?

Nope. If you wish to mine in safer space without having weapons loaded, you will need to be in .9 or 1.0 space. Everything from .8 space and lower you will be approached by NPC's (CPU Pirates) and Concord will not come to your side. If a player pirate attacks you, in .5 up to 1.0 space, they will (should).

I locked and shot a gang member when joking around in 0.5 space while mining. The police did came after me and had to warp to bookmarks for about 10 minutes.

you can shoot corp members. but since you can gang non corp mates. you should be carefull. gangmates not in corp do not count and concorde will hunt you down My alt hates me, I don't know why. he won't even talk to me anymore |

If it's a PC pirate shooting you, Concord should normally intervene in 0.5 space for NPC, you are on your own as always :)

1.0 to .5: CONCORD will save you and kill the one who shot first. So - don't be the one to shoot first.
.4 and down: Basically a free for all. Just stay away from Sentry guns in .4 - .1 if you are the aggressor. Sec hit for attacking and another for podding but no CONCORD. Don't be going AFK unless you are in a secured safe spot.
EDIT: CONCORD will never save you from NPC Pirates

Not strictly true. CONCORD won't make a special trip to save you from NPC pirates, but if they happen to arrive for a different reason they might kill the pirates for you.
A friend of mine was sitting in a roid belt and went AFK for a bit. When he returned, the belt was filled with dead pirates (floating cans) and CONCORD. It turned out he got attacked while he was AFK, someone passing by tried to help him, and accidently nailed him with splash damage. Along comes CONCORD, nukes the good samaritan, and kills all the pirates.

Yeah, that is a very bad feature of the game. I was involved in a similar instance a few weeks back. Trying to help a fellow player under attacks by multiple NPC. I was only targeting and shooting the NPC but all at a sudden CONCORD turned up and blow my ship to pieces. So from then on, I will not help anyone under attack until CCP fixes the game and only consider targeted attack as real attack, counting splash damage as attack is just ridiculus.

No it's not. If they wouldn't count splashdamage you could kill someone with a smartbomb, or some good placed torpexplosions without Concorde showing up. Besides, using Missles or other splashdamage weapons when someone is around you don't want to hit is pretty dumb imo.

Maybe it's time to implement a 'distress call' feature. Then the victim can decide whether to call Concord or not.

They could just make concord atack only after the 2-3 splash damage. that would rule out many of the curent unfortunate concord killings

CONCORD responds in 0.5, if they don't. You file a cheat petition.
