/me hates himself for saying this...
For missions the best races ships are caldari...
Kestrel > caracal > ferox/drake > raven
levels, 1 > 2 > 3 > 4
I think most faction ships are around the same sort of price, navy ravens are most popular, see above for the reason. :)
You dont have to be caldari to fly caldari ships though, so feel free to pick a race you like the look of, you can cross train ship skills with no penalty.
attributes are more important as they effect learning speed, general advice is go for low charisma and the rest balanced

On am i right in thinking like Gallente navy is the corp i wanna do missions for if i want a Fation Mega or Vindicator offered to me by a agent at some point?

There are some missions where drones aggro everything so if you are Gallente you will have a harder time. The best example is Worlds Collide lvl 4. You can pick any race you want and do missions for any corp you want. So you could for example pick Caldari and go do missions in Gallente space. You might say, ok, but I want to eventually get Gallente faction ships from offers, well, if you get one, sell it and buy Caldari if that's what you can use. Keep in mind some faction ships require skills for 2 races to pilot them and even if you are Caldari, drones for example will help a lot on level 3 and 4 missions (heavy/cruise missiles for cruise or bigger rats, drones for frigates).
Oh, and don't bother raising LPs with lvl 1, 2 or 3 agents, it takes too long. For example in my opinion the best offers to accept from lvl 3 agents are +3 implants.

You'll raise LPs faster with a level 3 than you would a level 4 in high sec space. Simply because of the length of the missions.

Just because you fly Caldari doesn't mean that you have to operate there. You can go to any empire and work for them. Just get the basic social skills (social, negotiations, connections) and start raising faction.
If you enjoy the playstyle, the caldari missile boats are probably the easiest mision running ship to use. PvE isnt that hard in Eve, however, and you can be a sucessful mission runner in any race ship.
