simple solution:
> 0.5 instanced missions
< 0.5 free for all (but tweak the scanning accuracy/scanning time. right now its to easy to probe someone)

People aggro the npcs then leave = not fine.
Aggroing belt npcs = no threat
Aggroing Mission NPC's = Probably dead of the missionrunner without action taken against the pirate. in highsec he would be dead while shooting at me, so should he if he can kill me trough npcs because he uses them like a weapon against me.

- grant killrights for everbody entering mission deadspace whos not belonging to your corp/gang
- if intruder is attacking npcs they dont switch target after he warps out dies, but fly back to theyre original position
- if pirate is in noobcorp he is not allowed to use probelaunchers
- if player commits acts of agression he gets expelled from nobcorp and put in a 1mn player corp you can wardec

right now the odds are just all against the missionrunner. taking heavy dps from nps while webbed and scrambled and in a pve outfit. the pirate on the other hand can fit fully gank, does not have to tank npcs is not webbed and not scrambled and can fire into your lowest resist. if this stays that way there is no way everybody ever gonna do lowsec missions (except they like suicide:)
