I know this has been beat to death, but I have an idea that I think is good and so I thought I'd run it up the flag pole and see who salutes.
I am proposing a new system for target jamming which will hopefully be better than the current random system, more fun, more consistant, and more tactical.
For this discussion, the "Jammer" is the individual performing the jam and the "Victim" is the individual being jammed.
Targeted Jamming In order to target jam a Victim, the Jammer first locks onto the Victim. Once locked, the Jammer turns on his target jammer module. A "to hit" roll is made. If the roll results in a "miss" then the target jammer module does nothing until its activation time recycles, at which time it rolls "to hit" again. Once the roll results in a "hit", the target jammer module "locks on" and no further hit rolls are necessary (unless the Jammer's targeting lock is lost on the Victim), however the Jammer will still drain activation energy on every pulse of the activation duration. By comparing the target jammer module strength versus the sensor strength of the Victim (using some formula TBD), a time to complete the jam is found. The Jammer and the Victim each see a countdown progress bar (similar to the one that is seen on a successful jam in the current system) indicating how long until the victim will lose his lock. Each additional target jammer module that has "hit" the Victim will reduce the time needed to complete the target jam on the Victim( part of the aforementioned formula) . When the timer hits 0, the Victim loses all locks and any locks in progress are canceled. The Victim may immediately begin to relock (from a role-playing aspect you can say he has modulated his scan frequencies) however the target jammer module(s) are still locked on him and their jam countdown will restart(from a role-playing aspect, they have compensated for Victims modulation and are jamming him on the new frequency). Once the jam count down hits zero again, the Victim will lose all locks and any locks in progress are canceled. This means that if the Jammers total jam strength is high enough and the Victims scan resolution(used to determine lock-speed) is low enough, the Victim can be perma-jammed.
What this means is that any jammer will eventually jam any ship, given enough time. However a very weak target jammer module used against a ship with a high sensor strength could take minutes to complete a single jam. This will make target jamming more tactical without being overpowered and/or random.
Burst Jamming Keep Burst Jamming as is, with a wrinkle. A burst is an instaneous attempt to jam everyone arond you and a random roll seems approriate for this type of ECM attack. However the burst jamming module should have some sort of drawback added to it to prevent useage of it as a solo jam factory (even though burst jamming modules are usually weaker than targeted jams, they are still random and so they could be used to spam jams and, on lucky rolls, perma-jam someone) - perhaps the module should reduce the scan resolution of the ship to which it is fitted, or maybe an increase in sig radius.

That's not bad at all. It requires sustained cap consumption, making it less useful to smaller ships that take longer to lock in the first place, and it keeps the target informaed about what's going on. I like it.
I'm not sure what kind of balance would be most appropriate, but I'm pretty sure an acceptable rate of success and skill modificaton could be found. -------------- Civis Ascendant Sum |

I am going to give this one shameless bump because I was hoping to get a few more responses/flames. If there are no more replies, then I'll just let this idea die.
