3. fixed: no mwd cap penalty
ofc i'd fit it with neutrons II and some uber officer loot.

A crow with cruise launchers and a GM Shield Extender(heard of 50000 Shield on 1 CPU and 1 PG without sig penalty) would give a nice passive tank.
