I have to agree, recons pop to fast, take a LOT of skills to use them properly and cant deal enough damage to kill anything alone, except frigs or inters, if they can catch them. The only times recons can kill alone is when skills for them are maxed out on many levels, I am talking about 14 million skill points just to use my Arazy electronics, guns and rockets. And still the only thing I can kill alone is slow frigs, slow assaults and slow T1 cruisers. Which I dump, orbit at 35km and slowly drill with drones and weapons. Even in such cases if enemy cruiser, or tire 1 BC tanks I have hard time killing him, especially if he pops my drones.
You must take in account the price or recons and good equipment that you need to fit in them to make the most use of their role, just one cloaking devise runs for 60-80 millions.
Alone they are practically useless, as they canĘt kill. (except Amarian recons) All their strength is in ability to provide electronic support. And hide quickly, if you take away their ability to cloak when ever they wish, even after aggressing, then people will not use Recons that have bonus on cloaking devise, for they will became to easy of a targets and to expensive for the benefits they provide comparing to the probability of death. It takes on average 2 activations from T2 tempest to pop not tanking recon, if you include a few good shots and 1 critical, then only 1 activation is needed. That is 2 seconds to luck recon and 1 second for guns to fire, add 9 more seconds for second activation.
So life expectancy of recon as you can see and those that fly it, is very short. In addition recons are always primary targets that are taken out with focus fire even before scorpions are. Scorpions can tank and observe great deal of damage and jam snipers, jamming is on probability, so it is not so threatening to snipers, a chance remains that it want jam, recons will damp you 100%. So they are always the first to go down, only way to survive is hiding in cloak before battle and after aggression. Remember that on average it cost about 170 million to outfit recon that uses cloaking devises.
So please stop crying about not being able to kill them, they havenĘt killed you!!!
