I've tried a bunch of different PVE Rifter setups but didn't like any of them. This setup has been working well for me in .3 space for killing NPCs. Most of my skills including Engineering, Nav, Elec etc (a little higher gunnery skills) are at 4 while I'm working on my learning skills.
High: 150mm T2 Autocannons with Hail and Barrage Small Nos
Mid: Small Shield Extender Shield Recharger 1 1mn Afterburner
Low: Gyro 1 2 Shield Power Relay

Seems like a nice fit, but what are you fighting, depending on that you might be able to ship to 200mm t2 with minor changes, i would say drop the shield recharger tho and put in a small shield booster, you don't use cap other then ab and with ok skills ab cap use is close to nothing to keep it so you can spend some on boosting shields, just don forget it on, I would say once you finnish adv learning to 4 train for a jag if you wanna shield tank

Thanks for the input. I'm just killing Angels in .3 space. I'll try using a shield booster like you suggested. I was trying to fit a med shield extender, but I don't have the skills for it yet. I'm at all 4s and 5s now in my learning skills and I'm now working on the basics... Eng, AWU etc.

You don't need tech 2 ammo against NPCs, it's really just throwing your earnings back at them. Load it up with fusion or something and you will still kill those NPCs real fast, without spending everything you earn on ammo again.

You should be able to wedge a Med Shield Ext in there. That will help you passive tank a lot better. Is the Nos necesary? When I used a Rifter on lvl2 missions I ran a MedShield/RatHarderner/Ab in the meds with the same lows as you. Dropping the Nos lets you put in a rocket launcher for more DPS.

Rat herderner = shield resists harderner for rat damage type. For example Guristas do kinetic damage so if your hunting them, use a kinetic damage harderner.

1x medium shield extender 1x rat specific hardener on Invulnerability field 1x Cold-gas AB 1x Stasis webifier (proves useful if an inty comes too close. Feel free to drop it for something else)
2x pdu 1x Damage control
Nothing NPC survives this setup, even battlecruisers and their escort.You need to orbit at 1000m with AB on when there are other ships around shooting at you, so you can maintain a proper speed. If IŠm against a lone Amarr BC, I just orbit at 500m and let the EMPs tear him apart. Cap is no problem in this setup, even if you donŠt have the nos running. Only problem is when you run into 3 destroyers. Or 3 NPCs flying assault frigs that web and warp scramble you.

I would strongly recommend a passive tank for a Rifter... very, very, very effective in PvE.

Generic the way to fit a medium shield extender is run a 1-2 PDS plus make sure you have a couple of ranks in the related fitting skills.
Why a nos for pve in a ship that doesn't need cap? Rockets might be more useful if you are pve focused.
Here is the passive shield tank version I use right at present for level2 missions.
2x 150mm Auto 1x 125mm Auto - named if you can afford it, 150 if have the power 1x Limo's launcher (Rocket)
1x Appropriate resist (Webber for easy missions) 1x After Burner 1x Medium shield extender - named if you can afford it
1x Power Diagnostic System (PDU/PDS)- named if you feeling rich 2x Shield Relay
You can switch more 150mm's for 125mm's if you need a point or two of power or push the related fitting skills to 2-3. You can also drop one shield relay for another PDS if you need alot alot more power though this might begin to test your cpu related skills.
This is cheap, gives a good passive shield tank, and you can run the AB almost all the time. When the fightings heavy I orbit at 2k to keep my speed up as I still seem to hit ok.
I'm a newb too but the setups not as I got it from asking question on the forums.
There is only one level 2 mission I've had trouble with - the one where you warp in on top of a bunch of pirates and get webbed by the stasis tower. By the time I blew the tower the nearby pirates had all joined in and when I warped out to repair then came back they were bunched around the warp point and they blew my ship in short order.     I've started saving for a cruiser.

Once fitting skills allow it you want T2 Afterburner, Extender, and Recharger. Shield Power Relays just use base T1, and use named weapons when you can afford it. Because of the Rifter's tracking bonus, just set your Orbit At to your optimal AC range, punch the burners, and enjoy.
With Shield Management/Operation both at V, this ship can attain 22 shield/sec peak passive regen. Even with base resists that's pretty impressive. (18 shield/sec peak if you swap the T2 Shield Recharger for a Stasis Webifier.) It's just a monster for PVE, very fast, very responsive, and for what you get, very cheap. I've flown every L2 mission the Matari are offered in this Rifter, including Human Cattle 5/5 (which was hard as hell, but I did it). The only time you really NEED that webifier is against other webbers, who will outrange your AC's if not webbed.

2. The difference between lvl 3 and lvl 5 of those skills is 10%. The two effects stack though. You increase your shield capacity by 10% and reduce your recharge time by 10% does indeed yield a worthwhile increase to your passive shield regen. If you're going to dedicate yourself to passive tanking, you'll want both those skills at 5. Even if you aren't, getting them to at least 4 is well worth the effort.

My current Rifter setup for PvE...
Highs: 2 x T2 150's, 1 x 150 Prototype, 1 x Rocket - Hail S and Standard ammo Mids: Named AB, Named Med Shield Extender, Named Small Shield Extender Lows: PDS, 2 x Shield Power Relays
Nearly 1700 shield, recharge rate somewhere around 296, totally passive.
Warped into a plex the other day with a whole raft of rats including 2 700,000 ISK ships and loads of support craft of varying sizes below that. The big boys couldn't hit me and the smaller stuff just kept coming in waves and I kept killing them. Only had to warp out once when first wave hit just because there were about 15 small fighters pounding me and they eventually got my shields down to about 20%. Obviously wouldn't have been able to take out the big stuff but any rats up to Cruiser and BC size are toast.

Didn't want to start a new topic, so I used this one.
Here's my setup. It works great for 0.1 ratting (takes three 175,000ISK BC spawns with no problem).
3x 150mm Light Autocannon II with EMP 1x 'Malkuth' Rocket Launcher I with Phalanx
1x Coldgas I Arcjet Thrusters (Afterburner) 1x Medium Subordinate Screen Stabilizer I (Shield Extender) 1x Warp Scrambler I
1x Shield Power Relay I 2x Gyrostabilizer II
The warp scrambler is really just on there in case I come across a good PVP target, but it could be replaced with a Tracking Disrupter or Webber.
Obviously this is a pretty skill-intense setup. I have Engineering V, Electronics V, Advanced Weapon Upgrades III, Shield Upgrades IV and it just barely fits. But against Angel Cruiser rats I get about 70dps and only take damage from missiles because the guns can't track me going 880m/s.
I'm thinking about carrying around some defender missiles in case it gets too hairy. I've never used defenders before, are they any good?
