How else is a battleship supposed to incapacitate a frig? It can't web you if you stay out of 10km which you will do if you aren't a complete idiot. We all know that a battleship can't kill a frig without a web or a full rack of painters in the mids.
I don't know what you're complaining about tbh, if you target a bs and see the Nos activate line-up and get the frick out. There's no loss for you. Then come back with friends.
What you are asking for is to be able to solo a BS in a frig. Not gun happen.

Welcome to the exciting world of nos! 
Unchanged since god knows how long before Castor.
(Except for the visual effect which got tweaked in RMR).
I seem to recall back in late 2004, NPCing Ravens in TPS-run Vale of the Silent having 6x Siege and 2x Heavy Nos as their highslots. I seem to recall flying one under FOE. I don't seem to recall having godlike powers over everyone else trying to make some ISK and survive.
What is the problem now? More people fitting nos?
You do realise that every extra nos is one less damage-dealing launcher or turret? Though there is no such tradeoff on drone boats (Arbitrator, Curse, Pilrgim, Vexor, Iskur, Ishtar, Dominix), that's a pretty short list of ships. Everyone else finds themselves pretty gimped. Do you see many Armageddon pilots suddenly deciding "Hey, I know, I'll throw away my ship bonus and a third of my DPS and nos them, YEAH!!!"...? Blasterthrons? Ravens with more than the two they were fitting two and a half years ago? No, you don't.
Though nos has no true counter (except perhaps cap injectors, ECM and sensor dampeners), it has plenty of limitations, such as adversely impacting your turret/missile damage, using lots of powergrid, and having relatively short range.
A nossing ship will have an advantage in a 1v1, but unless it is one of the specialised ships described above, it will likely take a while to kill an opponent with a reasonable amount of hp. Plenty of time to summon help. Which brings me to my next questions - why are you not fitting plates / extenders, and why are you flying alone? I'm not talking about blobbing, but the rather simple fact that having even one wingman will greatly increase your chances of surviving a death by nos.
Nos hurts small ships? No, the web and drones that come afterwards, hurt small ships. Otherwise you would quickly notice that a small nos has a cycle time of 3 seconds, a medium nos 6 seconds, a heavy nos 12 seconds, and most people are too dumb to stagger them. Hence you keep the big fat ship scrambled while nossed, and your friends kill it. If you die, please note it's the drones in the killmail, not nos, and you would have died anyway had the nos not been there.
So my constructive suggestions are:
1) Fit only the required number of nos. One or two, unless your ship type demands more.
2) Fit a cap injector if you have more than 3 mids.
3) Fit a plate or extender, and increase your resists. Like it or not, Kali is forcing you to balance DPS with own hitpoints.
4) At PVP risk? Fly with a wingman FFS. A slow death by nos from a rubbish damage dealer is as stupid as getting ganked by a blob because you didn't have a scout.
Now go forth and try some small group tactics, and punish the groups who trade their damage for other people's cap. If you fly alone, accept that if something goes wrong, no-one is coming to help. You shouldn't make the cause of every such loss your complaint of the month, unless you are planning to complain about sensor dampeners, ECM drones, energy neutralizers, Mallers being able to fit two 1600mm plates, etc etc.

I've already posted in S&M how to 'fix nos', and it also fixes cap batteries to make them more useful (can you think of anyone who uses them?).
For now, the counter to NOS, is NOS, ECM, and damping them and staying out of their reduced range, and staying out of nos range in general.

I use cap batteries... Why? Because they increase capacitor as well as increasing the overall recharge rate.
What's the counter to guns? Guns. Whats the counter to ECM? ECM. I fail to see the problem with the counter to a module being the module itself. It makes sense and that's usually how it is anyways. If someone has nos and you don't, you're probably screwbied. If someone has guns and you don't, its mostlikely going to end in your demise as well.

It will get nerfed. And then the NERF SENSOR DAMPORS! THEY PRAWN MY LEET SNIPOR SHIP! camp will open for business.
