Rubbish.
If we want to balance risk reward, Amamake rats should pay bounties of 3 million isk, and flying into Jita should trigger some kind of "hazard pay."
Deep 0.0 is many many times more profitable than Empire, and most of it is safer too.

For a quick lesson on risk/reward :
1) Hit F10 2) Set map to "show ships destroyed in the last 24 hours" 3) Zoom out
Notice that highsec is one big glowing blob of death.
The highest paying rat is around 25k.
Now zoom further out and look at 0.0
The blobs are much smaller and dimmer, in areas nonexistant.
Coincidentally that's where you find 1.5 mil rats.
Risk/Reward is indeed skewed. In FAVOR of 0.0.
Not that I'm complaining. That's how it SHOULD be.
Providence favors the bold. People took big risks coming out to 0.0 and living out there and fighting for it, they deserve the big rewards.
Lowsec risk/reward could use some tweaking but overall I think CCP got it right.

For the record, yes I agree that missions are anti-Eve.
CCP should develop a single-player version of Eve.
You could charge all the mission runners $15 a month to play it. They won't even notice a difference.

Yes Eve is a PVP game.
Mining is PVP. Trading is PVP. Industry is PVP.
All those activities serve to advance one entity against another.
Hisec is the newbie area, you are supposed to learn the game and spread your wings. Being in Empire for 2 years is like living with your mother at age 40.
Why are at least %40 of the Eve userbase experiencing failure to launch?
Because of the existance of risk free money from missions.
Also mission runners sit in help channel and poison new players by making them fear 0.0
BTW - I am not a pirate or gateganker. I am not looking to attract new players to 0.0 to gank them, I want to invite people to experience the best part of Eve.
Corps like Eve University, ISS, and other non-territorial alliances do more to help new players experience Eve than CCP.
CCP needs to step up and do its job by creating INCENTIVES to leave empire, not keep piling on carebear content to keep highsec players comfortable.

I don't see empire as "the cities." Empire is the NPC communities for new players. 0.0 is the Player built communities that hopefully people will gravitate towards and become members of.
I am not insulting you, you are choosing to feel insulted because I am not telling you what you want to hear.
The best time to visit 0.0 is when you are a newb. That's when your clone is still dirt cheap. Who do new players have to look up to? The help channel full of 3 year old PVE highsec players. So where are they supposed to learn how to survive in lowsec and 0.0?
Then those newbs eventually become 3 year old PVE highsec players themselves.
It's a viscious cycle.
It is not a matter of "not having time." If you have time to grab your destroyer and loot/salvage a blockade mission, you definitely have time to warp to a roid and kill an 800k rat.
Again its the viscious cycle of help channel fearmongering and ignorance, part of which is spilling over into this thread from your very lips.
Once again I am not trying to diss you, I just want to help, and if you feel insulted hopefully you can forgive my clumsy but innocent attempt to call more players out to the deep end of the pool to understand what the rest of us are ranting and raving about.

Take a t1 frigate into lowsec with t1 mods and rat the belts.
About 1 mil an hour not including the loot. You find named mods worth millions, reprocess the rest, use the minerals to build ships, sell em.
Keep going lower as your skills improve.
You can rat in 0.0 in a t1 cruiser with t1 mods, all you need is permission from the owners.
Risk : 1-2 mil insurance Reward: 3-5 mil an hour + loot

Why do you have to get the football to the endzone?
Why can't all the players just sit at the 10 yard line and have doughnuts? Because then it's not football.
This is Eve, highsec is intended as the newbie starting area.
We got new players in rookieships flying around trying to find a roid, meanwhile 3 year old players in large barge come around strip mining everything.
Unless you have some kind of a disability, an experienced player should not be squatting in the newbie area.
I would rather the exodus from highsec be voluntary, through the works of entites such as Eve University, ISS, Agony Unleashed, and non-territorial alliances. Yes, even the great BoB rents out space where mining corps can sit there and mine for days and never see another soul.
I support the gankage of macrominers and hulks in highsec, they are griefing new players by artificially depressing the price of trit.
