regardless of skills it is easier to shield tank rather than armor tank. If you wanted to make it a little more fair. Add a skill so armor repairs itself like sheilds do, wich only works on armor tanking ships.
Gallente ships suck.

What are you talking about, there are very few ships in eve than can shield tank and even those that can often work at least as good with armor tank and ew.
Just a quick example, there isn't a single shield tanking ship in eve with more than 6 mids (those that have more are ew boats) but plenty of armor tankers with 7-8 lows.
As for skills the shield tanker need to train more skills and still doesn't end up as good.
Btw gallante has been the IWIN button in pvp for the last 2 years or so and still are at the top. The only way gallante suck is with NOS :). ---------------------------------------- A Guide to Scan Probing in Revelations |

Hoshi is right. Shield tanked ships in PVP are also more dependant on group support. Web, scramblers etc are mid slots.
There are plenty of awsome gallente ships. Thorax is probably the most known cruiser in the game, but that might have more to do with the ship design. You can really stick it to your enemy with a rax 
(sorry I had to, +1 rax joke for old times )

YOU DO NOT COMPARE SHIPS ON THEIR TANKS YOU DO NOT COMPARE THEN ON SHIELD VS ARMOUR
The equation you can present your self is ship + fitting + pilot skills + pilot experience = your enemy
you can add support to that as sometimes certain ships are gear purely to support each other
eg BS + tackling frig
Byson as you are using a new blood line I will just assume its just because you havent been through quite the evolutions and balancing that many of the rest of us have had.
But going purely on numbers and your apples to apples comparison here is some fuel for thought
Large t2 armour rep at max skill 800 for 400 2hp for 1 cap 71.11 hp/s
Large t2 shield booster at max skill 240 for 144 for 1.66 for 1 cap 60 hp/s
Total base resistence added together on armour 140/400 Total base resistence added together on shield 120/400
Granted shield has recharge, but for god sake as I shield tanker my self I wouldnt mind a several thousand hit point recharging buffer before I even need to activate my tank, I wouldnt mind the flexibilty of fitting scrams or ew toys without compromising my tank.

It is imbalanced but not becouse of design or shield passive recharge, using tech2 stuff in both instances its similar like above poster stated... but inbalance begin with gisti shield boosters that are very good and use very low cap to run ((please compare cap usage of tech2 xlarge sb and gisti b-type xlarge sb))
Thats one of reasons why raven is be all, end all in pve, range, no cap using weapons, same hits from 0 to 100km, no tracking issues and with gisti it repair extremally well for very low cap... that all add up and the effect is quite amazing... |
