The way it works is thus. The fewer moons in a system the less POS you have to put up to fully control it. Since ideally you want to ALWAYS have full moon coverage, so enemies cannot establish a beachhead. It also costs a whole lot less money.
However the drawback is that the enemy can put all your POS into re-inforced in one go. with only 5 moons theoritcally it could be done in an hour to two hours. Slip in on low TZ for that alliance and you might see zero resistance.
With 10 or more large more towers it becomes much more difficult to do as you have to have more fuel and spend more time with the dreadnaughts exposed. 5 Moons means there is only 5 chances you will get to defend fully. It also is the difference between 3 days of being seiged and maybe 6 days. POS's are about defensive positioning and buying time. and a low moon count just doesn't help unless you are 100% confident in your ability to hold the system. -

Ka-Tet sure are investing a lot out there. Third one up now.
RA has also put one up. There are more belts in the RA system than in the three Ka-Tet systems combined 
So four outposts now and all of them in the south/south east. I thought it would be the other way around with the first ones put up by northern alliances. They are putting up plenty of POSes though.

There's a maximum amount of "deadliness" you can pack in a POS, based on its fitting restrictions. It's pretty much a baseline that you have 5 or more deathstars (that is, maxed-out POS's) in a systems with an OP. That said, no deathstar in the world is going to pop a fleet of dreads that have been fit with half a brain; it's just a way of ensuring they can't take it down with battleships and a way of getting some "free" damage on the dreads and carriers when you're trying to take them down with your force.
The main reason to put an OP up in a system with more than just a few moons used to be that it was very easy to sweep through and put 5 POS's in reinforced, which meant you'd be losing the station the next day. Now, however, reinforced-mode POS contribute to sov., so that's no longer an issue.
As Vily pointed out, now the main reason is to maximize your TZ advantage/minimize theirs. Assume for a moment that all POS's have the same amount of stront, and you don't have anyone in place to micro-manage it. If the enemy can put 5 POS in reinforced over the course of two hours, that's a 2-hour window in which to defend as the POS come out of reinforced one by one. You have to hope you're either active some time during those two hours, or that you can rally the troops enough to wake them up at 4 in the morning. If, on the other hand, you have 15 POS in system, that's now a 6-hour window (and a startling amount of logistics for stront, but that's off-topic). Starting on the assumption that the time they took the POS's down was not your primetime, it's pretty easy to make sure SOME part of a 6-hour window does fall in your primetime.
Yes, there are ways to optimize even a 5-moon system. I'm just presenting the basics here; if someone else wants to go into the graduate-level courses, go ahead. I'll be off ganking Privateers. :)
