Yes, you don't recieve any further bonus for the Electronic Rigs, BUT what you fail to remember, is that Electronic or Grid rigs don't have any penalties like the rest.
That is why you have another skill for the rest of them, to decrease the penalty hitting you. Thus Jury Rigging have a purpose along with the rigs requiring the skill. Nuff said.

I have no problem with a skill being nothing more than a time sink prerequisite for something else. Why? Because it reserves certain kinds of gear and ships from people who aren't willing to put in the time to be able to fly them. I have no problem with it taking six or eight months to have a prayer in hell of flying a capital ship. Why? Because it keeps the power levels of the game sane. It gives some distinction between characters and forces players to actually make choices about what they want to do with their precious training time.
If you want something, work for it. If you don't want to work for it, quit whining and play SWG or WoW where pretty much everything is just handed to you. You won't be missed.

All tech 1 Electronic Rigs and Energy Grid Rigs require jury rigging level 1, their tech 2 versions require jury rigging 4, and just because level 5 is useless on this very new skill doesnt mean there wont be stronger rigs which require more in the future!

I did indeed miss those two uses. Have you found any use for the really bad one: Outpost construction? No?
Level 5 IS useless on Jury Rigging. Whats not now there doesn't really matter. Speculation in future uses dont count for anything. I've had Biology lvl 5 and Genetic Engeneering lvl 5 since the summer of 2003, one had just become usefull, but not for the science char it was created as a part of, and the other one is still useless you know...
