The answer is 'none' because the buggers are so thin on the ground.

it all depends on your skills and what toys you like: lazer: amarr drone: gallente missile: caldari projectiles[jack of all trades master of none]: matar ------------------------------------------------------- frig are for level one, cruise for level two, bc for level the and bs for level four. What do you want this ship to do first off, second there is no best ship, if there was it was nerfed a long time ago. There are pvp fittings then there are pve fittings it all depends on what you want to do.

Great stuff, thank you very much, so you mean that I should be changing my configuration for what means I need? like if I'm going PVE there's one configuration that is diferent if I go PVP? Am I thinking correct?

First off, before you start aiming for bigger/better ships train your offensive skills to an alright level. *a good offense, is a good defense*.
So try an aim for T2 Launchers/Turrets.
But really you should train Electronics/Mechanic/Engineering lvl 4/5
then depending on your race train skills according. i.e. Caldari - Shield Upgrades (Caldari are good at shield tanking) - Im a full on Caldari so other races tanks i aint a clue.
Also a few good skills to look out for are
Weapon Upgrades - (Reduces CPU of turrets/launchers and smartbombs) Energy Management - (5% bonus to capacitor capacity per skill level. Also training this to lvl 4 will enable you to use an MAPC [Micro Auxiliary Power Core]) Energy Systems Operation - (5% reduction in capacitor recharge time per skill level) Hull Upgrades - (Grants a 5% bonus to armor hit points per skill level) Shield Management - (5% bonus to shield capacity per skill level) Navigation - (5% bonus to sub-warp ship velocity per skill level)
Theres just a few skills that are good for training, to give your ship that lil extra power & protection. Also a good skill to train, if you decide to do PvP, would be Propulsion Jamming, This enables you to use Warp Scramblers & Stasis Webs.
But really it all depends on how you want to play in EVE, i remember my first *ever* character. And i made a complete mess of his skills, cuz i dint kno what to train.
Hope these few lil tips will help you.
(If anyone has anything else to add or correct in what i said, plz do so.

I love the new rigs, i'm building 2-3 of them a day atm and making Ravens for my alliance mates with extra bonuses.
The last one I made had 49% base EM resist and +10% to all launchers. The drawbacks aren't too bad considering the benefits imho.
I don't think there's any 'best' ship+rig in game. What kind of ships do you fly and what do you use them for? Do you need speed? firepower? shield tank? armour tank?
I think next i'm gonna try a Drake with 2 shield recharge rigs and an EM resist rig, should be a very nice passive tank

Right now some races are definately better than the other, amarr for example have been nerfed to death and even with the "depend on what you like to fly" i wouldn't put most armarr ships top in their corresponding catagory.
having said that, even if you train for the overall "best" ship you buy (in their own catagory), by the time you maxed out the necessary skills its proberbly nerfed already.
so go for which ever ship you like to fly, and fit the best modules on it. and yes there are "best" modules in this game, you just have to have a really fat wallet.
