It's so easy a Minmatar could do it.

How many skill points only make a difference in the stuff you can use and how well you can use it. A good frigate/destroyer and some fittings; you are good to go for a long time. There are corps out there that do stuff all the time. Finding one that you like is the quest.

If you go to the party and talk to no one, is it the party that sucks? get out there, make a name for yourself, make friends in game, build something, and be proud. My corp can field 60+ man fleets on the weekends. This is by no means super huge, and even this took quite alot of history and time to grow the corp into what it is today.
