I'm trying to get connections skillboks from my agents (Particularly hi-tech connections)
Does anyone know the LP requirements to get these offers? I was told between 17-19k but now I don't know... I keep getting implant offers instead. Also does it have to be a certain type of agent, I've been running Command, Intelligence and Security. |

Yes that is about right 15 K sticks in my memory plus 10M isk.
Yes each of the connections only applies to a set type of agents. Each agent type overlaps with two of the skill types.
My experience has been that the agent rewards a connection that directly applies to their type.

The first reply is right, it's a 15k LP offer... the way agent offers work tho I guess is that they pick from the top 5 or 10 offers available randomly, so with a streak of bad luck you can miss the connection offers completely until you've passed the point of being able to get them at all.

If you get too far past the 15k for the skillbooks you have to accept an offer and start over. I'd say the odds of getting a skill book offer are about 5% per 15k lps from my personal experience of earning hundreds of thousands of lps and getting very few skillbook offers.

How far past 15k LP should I go? Ive been sticking around 17-19, I keep getting the +3 for 15k crap...
If it helps its Minmatar faction, Republic Security Services and Carthum Conglomerate, mixture of L3 and L4 agents. |

You will not get an offer as soon as you pass double the LP needed for the offer.
so for a Skillbook - 15k LP offer - you must not be higher than 29999 LP. If you top it, you have to accept an offer - better even, accept the last implant offer you get before you pass 30K LP. This way, with the next mission, you are back in to boat for a skillbook. If you go over 30k, you will start getting offers for for 2 +3 implants, which will drop you back to 0 LP.

I've been lucky with connections books. 
The range I use is 15,100 - 20,000
I've got them at 15,124 and near 20k, for some reason i keep thinking i got one just over 20k also. But i wouldn't push your luck.
Once you hit just over 15k you'll have to sit on it til you get an offer, wrong offer decline, then do 1 more mission to get another offer. If your really patient decline missions with high LP rewards and just take a small one to reset the next offer. It can tie up that agent for a week or two just waiting out offers, so be ready to do other things during that time.
EDIT- i think Naran is correct about the double LP range. That weird skill book offer, i had around 21,300 lp at the time. I didn't expect the book guess thats why i remember it.

I am retarded and forgot to decline the offer before I did the next mission for this one agent, guess im doing another for her then waiting it out.... ah well...
Yeah I plan to run through all my l4s and sit them in that range buying the connections manuals to make that run faster now; gotta spend money to make money yano.... got a high-tech connections you wanna sell? |

Also, An agent can only give you the books from the two fields he is subject too. Basically, if the book provides a bonus to that agent, that agent can give you a book.
So for high tech, only agents that can offer the book are

Manufacturing
