Ok, I'm new at looking at the rigging skills
Can someone explain to me exactly what I can do with jury rigging or any other rigging skill?
I'm just not sure how this works.

The rigging skills allow you to install a rig (or Ship Modification) on your ship. The skill's level serves to reduce the severity of the drawbacks that such a rig has.
And before you ask, the user's skill is used to determine the drawback reduction, not the rig-builder's skill.
Once installed on a ship, a rig cannot be removed and reused on another ship.

I neglected to mention that Jury Rigging itself does not seem to provide any native benefit at this time, based on the skill description. That is, training it beyond the level 3 necessary for the other rigging skills may not provide any advantage.
Unfortunately, I have not had the opportunity to test the rigs yet, so I cannot verify if they actually behave as the skill descriptions say they should.

can you destroy a single rig from a slot so you can add a different one or do you have to buy a new ship?

It doesn't need a bonus, as long as each level has a use. It (and the prereq Mechanic 3) is the only skill required for the Energy and Electronic rigs
Jury Rigging
1: Energy Grid Upgrades - Electronic Upgrades 2: Needs something added 3: You can train for the rigs that have their own skills 4: You can use T2 Energy/Electronic upgrades 5: Also still needs a use
It still needs more, but I don't see a problem training it to 4. 5 however needs something added to it.

At the moment, we have a problem with removing rigs, you need to repackage the ship, which destroys ALL rigs, so make sure you fit the right ones. Hopefully they will patch the game to allow you to remove any rig, without damaging the rest, but still destroy the rig that was removed, same as what happens when you remove any implants from ur head.
The rig costs just now really prohibit their use, unless ur mega rich......150mill+ for a mining drone rig is not worth it in my opinion.

Jury Rigging L4 is required for Tech II rigs.

What exactly do I need the skills for? Just for fitting the rig, or also for using the rigged ship?
E.G.: My industrial alt has all rigging up to 4 and fits up a ship nicely. Can my combat alt with no rigging skills fly it and get the boni? If so, will mali be calculated according to the installer's (industrial alt's) skills or from the character who is actually flying the ship?
