You get it from exploration areas.
And josh couldnt you have just said where you get it from instead of acting a smart ass?

i remember some agent in 0.0 space pass hed-gp that says something about get some samples of the gas clouds (i think it's some cosmos within sanshas there.

All gas cloud related stuff can only be found in the new 0.0 cosmos constellations, these can be found using the landmarks map. Enjoy

Well they don't come from grav sites, and I should certainly hope not from ladar sites since most people don't have a dozen alts in T2 battleships/logistics ships, so radar and magnetometric are any solo player's best hope.
