Im looking for a good level 4 mission setup for a Scorpion. I know a raven would probably beat it PVE in every category but I currently cant afford one (much less insure and fit it). I dont really feel like training another race, and I would probably use the scorp for PVP as well. Suggestions?

get a raven scorp can not do lvl 4's. I know i have tried they do not have the dps to pop the bs's, but with 8 mid's you can setup a good tank.

So even with 4x Torps, 2x 350s and Some heavy drones I cannot kill BSes in lvl 4 missions?

as good a tank as it "can" fit, what's the point if it can't kill anything in extra time that tank allows? Remember dead enemies can't shoot back, and it's for that reason Raven is soo much better. Scorpion doesn't even stand a chance at breaking the BS tanks in reasonable time and as such can't defeat LVL 4s under normal circumstances.

Mids just put a pretty standard shield tank and fill the lows with BCU's. High's Siege Launcher II's + Biggest rails you can fit.
If you are going to use it for PvP dont expect it to last long either. The only reason people are saying buy a Raven is because its going to increase the amount of ISK you make greatly because of the Missile Bonus + Extra slots cut down the time to kill enemy BS's dramatically.
P.S. Good luck putting a full load of Heavy Drones in your scorp

You will lose your scorp VERY fast if you pvp with it as it is always called primary, no matter what.
As others have stated, it is a poor choice for level 4s as it lacks the damage and bonuses that the raven has. Maybe do level 3s until you can afford to sell the scorp and buy a raven?

The scorpion can be a decent level 4 ship depending on your skill point distribution. I noticed the standard "it can't break battleships" clap trap. Sure it can. If you have great missile skills, and Caldari battleship 4 or 5, then there is no contest between the Raven and the Scorpion. The Raven wins hands down. However, if you happen to have less than stellar missile skills, Caldari Battleship at 1 or 2, good shield tanking skills, and good drone skills, it's not a horrible ship, and it most certainly *can* do level 4 missions. If I could break the final npc in Vengeance L4 in one (and did, on several occasions), then I'd say you can break most NPC battleships.
Having said all that, you do want to be out of this ship and into a Raven when your skills and wallet allow, but to get you by, here's how mine was fitted:
4x Arbalest Siege
2x dual light beam
1x target painter
4x Hardeners
1x cap injector
1x shield boost amp
1x xl shield boost II
2x bcu II
2x pds
5x light drones
5x medium drones
tech II mediums at drone interfacing 4 or 5 can actually eventually take out some npc battleships on their own. The beams were mounted as extra insurance vs scram frigs in situations where drones would cause mass aggro.
The fitting can, and does work for most level 4's. It's also slow in terms of completion times and you may need to warp out more often than a Raven pilot would. While it is slow, it's also a means of earning the ISK you need in order to get into that Raven. Good luck.
