Is there a way I can speed up my warp so when I engage the warp it takes less time to activate ? and does the time it takes from initation to actual warp differ with each ship ? - or is the time from initation to actual warp the same for everyone regaurdless of skills and ship ? thx

You cannot speed up warp speed. It is fixed for a particular ship class. However, you can speed up warp alignment by increasing ship agility and/or decrease ship mass.
Skills: Evasive manuevering (5% agility) Spaceship command (2% agility)
Mods: Nanofiber internal structure (agility) Inertia stabilizer (agility and mass)

isn't there a rig that increases Warp Speed?

Yes, but that increases the speed while warping, it doesn't affect the speed to GET into warp. That rig is very much useless imo.

If you count rigs in,
Hyperspatial Velocity Optimizer (warp speed) Low Friction Nozzle Joints (agility) Polycarbon Engine Housing (mass)

How quickly you enter warp depends on how long it takes your ship to align to the destination. The more bulky the ship is, the more inertia it has, the slower it will enter warp. Modules like nanofiber internal structure will lower your ship's inertia and make it align faster.
There is no way to modify the rate at which you're going when in warp. There is a difference, however, in rate of warp for different ships. Interceptors go at 13.5 AU per second. All other ships do 6 AU per second. And i think i read somewhere that freighters do something like 0.7 AU per second. So if you want to get from point A to point B that is say 40 jumps away quicker, you might want to transport your pod in an interceptor.

Each ship actually has a different in flight warp speed. If you inspect the ships you will see a warp speed multiplier.. its a multiple of how fast you go IN warp. For example a pod warps at 2.9 AU/sec.
