I think idea is great.
It will lead to more specialization.
As for all people whining about not being able to buy all 17 new skill, ffs what would you do with 17 science skills all rank 5 with 2 required level 5 skills.
After all you can not be fighter, miner, trader, manufacturer and researcher all at the same time.
Its time for you guys to make decision as to what you want to be as 17 rank 5 skills will take long time to train and i can bet on it that each level of each of those skills will determine what you can research and what you can not.
For all of those that are replaying here without knowing what they are whining here, there will be 17 new skill which will be only available through research agents and which will be used for researching tech level 2 BP.
This is what i got from Papa Smurf's update on EVE I:COM:
"The new research skills are all Rank 5, all have Science Skill at level 5 as primary skill required and as all science skills they have intelligence as primary attribute and memory as secondary. Here's the list with the secondary skill requirements:
Amarrian Starship Engineering Mechanic 5
Caldari Starship Engineering Mechanic 5
Electromagnetic Physics Cybernetics 5
Electronic Engineering Cybernetics 5
Gallentian Starship Engineering Mechanic 5
Graviton Physics Engineering 5
High Energy Physics Engineering 5
Hydromagnetic Physics Engineering 5
Laser Physics Engineering 5
Mechanical Engineering Mechanic 5
Minmatar Starship Engineering Mechanic 5
Molecular Engineering Mechanic 5
Nanite Engineering Cybernetics 5
Nuclear Physics Engineering 3
Plasma Physics Engineering 5
Quantum Physics Engineering 5
Rocket Science Mechanic 5"

Agent missions are easy, time cosuming, boring and requiring dedication.
Thats excaxtly what doctor prescribed.
In the past all of the research and BP copiing work was done by alts.
In real world you can not turn yourself off and turn different version of yourself to do something for you while you go back to your main character (i wish it was possible as i would sent few copies of myself to work and other things i need done).
So with alts out of equasion people will actually ahve to work for tech level 2 BP and it will help market in a long run too as copies won't be as wide spread as they become with tech level 1 BPs.
It might not be what you or i (wanted reverse engineering) wanted but will force people to make decision and work hard (i might not but somebody else will sure work on these mission) and that will weed out lots of researcher wannabes.
While these guys are chasing around missions they won't be able to participate in mining and combat for most part of thier game playing time.
That also is good.
In the end i am looking forward for further specialization among miners/fighter and traders.

BTW about pirate agnets how in the god's name would you ever expect to get tech level 2 Apoc or Raven from Serpentis or Guristas agents when we all know for quite some time that you need to have very good standing with those factions to be able to fly soem of their top ships.
Again pay attention to new skills and take to note now that you will most likely NOT get amarr tech level 2 ship BP from Gallente agent and for that matter probably not amarr skill either.

Personaly when i was in beta i realised just how huge this game is.
When i bought the game i made 3 year commitment.
This is not single player game that you go through week or two.
This is game where you have to work hard to build soemthing and it takes time.
I am sorry that it is incinvinience that we don't have tech level 5 already and that game is not over.
As for booster i think they have temporary effect so i am not that big fan of theirs but i still have 3 Shansa nation agnets just in case.
