If I understand hyperdunking correctly you are not distracting CONCORD from attacking you, mearly dragging them around the system to give yourself more time on a specific target.
At no point does hyperdunking result in CONCORD targeting something other than your current ship, therefore I don't believe that it is a banable offence as defined in the link posted above.
Having said that, wtf do I know? |

This refers to "superhyperdunking" which is an exploit. Regular old "Hyperdunking" is not.
