Currently you want something rig wise you pay a penalty cost. My idea is simular except your giveing up the ships base stats for somthing you want.
Lets take a typhoon for example. I Need a hauler , but don't have industry skills, I live in a dangerous location and want somthing real defensive. I decide to overhaul my typhoon to make a combat hauler.
I can give up base stats like high slots, mid slots or low slots. Since I'm trying to be defensive I could easily give up the high slots. and choose a rig that converts that into cargo space.
an Example : Large exterior cargo container rig
Give up 4 high slots and gain 2000m^3 cargo space Calibration cost is 100 for the refit
So now I have to choose shields or armor. I could throw my low slots for more speed with a (Mass reduction rig) - base armor, Or maybe i could convert my mid slots with a (Cargo bay overhaul rig).
The idea here isn't to make ships more powerfull in pvp but rather to add more utility to ships that allready exist. By removeing some of their key role components you can have them fill another role. A speed overhaul for a battleship by giveing up your armor for mobility. Modifying your panther to have larger cargo space for holding extra ozone, but loosing its ability for defensive weapons. These are tradeoff, you have to give somthing to get somthing, but by doing so you gain versality and step outside of your ships set role.
If you cant fly an idustrial hauler and / or your in dangerous territory you might be better off overhauling a battle ship to become a combat hauler. Thats versaltility, turning a hauler into a mini battle ship would be interesting also, but adding base stats to a ship would be alot tricker to impliment properly.
So thats my Idea: A very limited set of rigs that modify a ships base stats for the purpose of customizing a ship for more versality. As time goes on, maybe add more rigs to the customization rig list.
This would be an alternative to constantly making new ships. Do we really need tech3 frigs...... Tech 4 cruiser?.... and so on.

In a perfect world, in a better spaceship game, where everything is physically "real", I would of course want true customizability and actual ship building.
But with EVE's system of "fitting slots" and applied stats, I don't like this idea. This would be hard to balance, and I don't see a big enough need for it.
You want to haul? Use a hauler.

you can always put cargo expanders in your typhoon.
