Not every logi is supposed to be a Guardian. The Guardian is really good at remote rep for sure, but the Oneiros isn't too bad at this and has the tracking link bonus on top of it. when you fly logi and want to get on the km you have to take a risk and agro someone
RR's don't seem to help in that respect (not to mention it pisses off your FC) so that's why people carry combat drones in their logi

I think its more of a saving your ass kind of thing when you are not in a fleet
