Seconded. The best thing about the precision light caracal is that T2 frigate pilots will often engage it rather than just running. This is not the case with, say, a HAC, or a nos-fitted battleship.

Look at it's bonuses. 60% Range Bonus to Stasis Webs at Recon Shio L1. Also, you have a 37.5% bonus to Target Painters. This is an Inty killing machine.
You can even solo 2 Intys if you mount 2 Stasis Webs and 2 20km Warp Scramblers and 1 Target Painter.
This ship was made to kill Intys.
Finally, with the ability to warp cloaked, you are in a prime position to choose your prey. You only uncloak when you know you can take them on.
Check it out. It beats all the ships mentioned in the thread.

Rapier is the best for sure. But that's not much of an option as it takes a lot of training.
I suggest you get a T2 destroyer (sabre preferably). You don't need to train for the bubble launcher, just the 8-10 days for destroyer 5. These things will instapop most frigates...assuming you can get a lock, but the extra mid means an extra SB2.
And then there's the intimidation factor since everyone ASSUMES you have a bubble launcher. Check the stats on the dictors, extra slots, killer base speed, NO ROF PENATLY, these things are beast with 250 II's. I fit and fly mine like an inty. :-D
