If he can perma tank me I will resign from using a rifter mate :P (Not really but meh :P) Well see if I can break his tank or not mate ;) Just watch :) Im pretty confident on this. I like it m8!, thats the spirit Good spirit... but don't be so quick to put down the Rifter because it can't outdamage a certain ship's tank. The Punisher (with frigs 5) has T2 like resists on its armor. Put that with NOS, guns that don't take cap, and a setup geared for a duel (read: no scram, room for more cap regen) and T2 mods (or better even) will definitely put down a Rifter. The Rifter might be able to get away, having better speed, but a competent Punisher pilot will put a competent Rifter pilot down in a 1v1 duel to the death.
