Though there are a few Minmatar that are bent on revenge, most only wanted freedom from slavery. The Amarr were weakened by the Jovian defeat, enough for that to happen. The Amarr are not however in the decline that their enemies and some of their more firebrand type preachers would like to believe they are in. So even if the Minmatar wanted to destroy the Empire, they wouldn't be able to, and would likely suffer re-enslavement.

The Thukkers are not part of the Republic. The Starkmanir are in hiding, most likely with the Thukkers. A sizable portion of Minmatar live in the Gallente Federation as citizens, and then there are the assorted vagabonds, traders (i.e. Vherokior) and criminal elements.
