I love covert op ships. But there is something bothering me about them. Sure they can cloak and move stealthily through territories. CCP has done a great job making them more specialized by adding the scanning bonus. Here's what's bothering me:
1. All of the covert ops ship have 2 combat bonuses. They also have 3 hi slots with the exception of the helios with 2 hi slots. It is most likely a given that when you are flying a covert you have 2 high slots in reserve, one for covert op cloak and one for scan/recon probe launcher. This means that the ships have exactly -1- slot to fit a weapon. The helios has it even worse because it has no slots remaining, leaving one of their bonuses useless.
2. Covert ops ships are elite t2 frigs....with t1 resistances. This isn't such a big deal because you aren't supposed to be found...but on that off chance you do. This will especially be helpful with my suggestions below.
3. Why do all of the base model t1 frigs that the cov ops are based off of have ewar type bonuses(execpt for the buzzards base), but the cov ops ships don't!? This would make alot more sense than the silly combat bonuses they have now.
Here are some ideas/solutions I have to make covert ops better.
1. Take off all the silly combat bonuses. Turn one of them into the ewar bonuses their t1 cousins have. Turn the second bonus into something like: 5% Increased/level ship scanner strength for amarr, 5% ship scanning range for caldari, 5% cargo scanning strength for gallente, 5% cargo range strength for minny(this is explained more below).
2a. Change covert ops description from commando and espionage to intel gathering and exploration. Leave the commando/espionage to the recons. With that, allow covert ops ships, and only covert ops ship, the ability to use scanners/analyzing/hacking tools while cloaked. Let covert ops ship be the specialist hackers/scanners/analyzers. 2b. Revamp the current cargo and ship scanners and even hacking tools. To me it feels these where just thrown in there. My idea is to change them into chance based modules like ecm. The ship/cargo scanners can have scan strengths that increase the accuracy of the scans. With the proposed bonuses given above, caldari would have the longest ranged ship intel gathering capabilities, amarr would have the most accurate, minny would have the longest range cargo scanning while gallente have the most accurate. 2bII. To keep things fair: have the cov op ship have a chance to uncloak while using the scanners. This chance can be reduced with appropriate skill training(something like Undercover Intel Gathering or something).
3. Reduce their sig radius. You'd think something with stealth technology would be able to have a smaller sig radius. Make it a little higher than interceptor but lower than a frigate.
What I mainly want to see is covert op losing it's wanna-be combat role(implied by the 2 combat bonuses) and propelled fully into the intel gathering/ spy role. CCP is doing a good job changing the covert ops like they have but they aren't quite finished yet. More to come when i'm not tired.

Here's a little more random ideas:
Allow hacking to give a chance to hack into cargo cans and access them without getting the aggro of the owner.
I like the idea of hacking, but there should be so much more uses for it... I mean just about everything is made up of computer code waiting to be modified.
Of course make hacking need extra skills to increase hacking strength, increase hacking speed, increase hacking range, decrease chance to uncloak while hacking, etc.
Allow hacking to be used in battles. One idea I have is hacking makes a random resistance factor drop by a certain amount. For instance, my helios successfuly hacks Joes raven. I'm only notified that I have hacked his system and inserted a virus. Upon scanning his ship, i realize that my virus has dropped his thermic shield resistance by 20%(of course stacking penalty applies). This virus lasts for 30 seconds before his raven's anti-viral system expels the virus. Something like that.
Maybe make hacking have a chance to randomly disable a module for a few seconds. Probably no more than 10.
Couple Ideas for Ship/Cargo scanners revamp:
Make a ship scanner show more information. Not only what's equipped, but also things like armor/shield resistances. Cargo scanners can show information about what's in the cargo bay and also drone bays. More to come.

I favor a non-covops ship with scanning bonuses be included to the roster.

Can't help but butt in!
I like your ideas, the ones with ewar and -ship- scanning bonuses, and what I'm about to say next also ties in with what Lygos said, if you look at the link in my sig, I proposed a new exploration class, and some tweaks to the covops, namely changing their scanning and astrometrics bonuses to recon probes.
I'm sorry for the shameless plug but you both just said what I've been wanting people to say in my thread :(

There's a scout frigate for each race with bonuses to scanning. Not as much as a cov ops but it's there.

I like the idea of covert ops getting to use cargo scanners and ship scanners while cloaked. Makes them that much more dangerous to have about.

The first thing I thought of when I started considering moving towards Covert Ops was that it'd be awesome to be able to do ship/cargo scanning while cloaked. It'd make that class of ships the perfect stealth/recon/espionage vessels. Ditch the combat bonuses... they're useless.
