I got a nice christmas present of 300 mil from an old friend who plays. So now I have about 100mil left and a rokh sitting in a station. I cant fly it yet, as it takes a looong time for me to train level 4 skills (like a week). I have been looking around the forum and have seen some people saying that its an iffy ship. Is this true? And even if it is, could I make it a viable platform? My last question is for some tips on outfitting it. Thanks guys! (p.s. first post!!)

Hi, there! And welcome to Eve.
Pilots who have 2 weeks -> 2 months long life in Eve are usually skilled to fly frigate only ( and funniest also). I'd recommend that stick to what you are ready to lose smiling for the time being. After 2 months time you could fly cruisers decently and don't even try to fly BS unless you have at least 5-7 mil skillpoints.
Skill-wise you can undock Rokh sooner, but propably end up losing it same day -and that's not your purpose, is it?
So, you own Rokh -have you considered to insure it? It's 30 mil more. Adequate setup costs 50 mil, good one 100 mil. So you have some saving to do.
Rokh's bonuses and role is geared to sniping and general fleet-powerhouse -most fittings are planned to fulfill these roles. Rokhs are great in a fleet, they are the only sniper who can hit all the way out to 250km with good damage. In general fleet -ship, go with the standard 80-120 range with plotonium with three damage mods. Packs a punch. Decent tank.
Rokh can be quite a nice solo-ship too with blasters, but usually you really need to know what you are doing then.
To get the picture (skills needed etc), here's some setups:
Sniper Rokh: Very Skill intensive
High 8x 425mm Railgun II (Javelin L)
Mid 2x Sensor Booster II 2x Invulnerability Field II 1x Photon Scattering Field II 1x Tracking Computer II
Low 2x PDU II 2x Magstab II 1x Tracking Enchancer II

Solo Blaster Rokh: Again Skill intensive for Guns
High 6x Neutron Blaster Cannon II 2x Heavy Diminishing Nosferatu
Mid 2x Invulnerability Field II 1x Photon Scattering Field II 1x Web 1x 20 km Scram 1x 100mn Microwarpdrive II
Low 2x PDU II 3x Magstab II null

A tier 3 battleship is nothing for a two week old character, period. Go learn to fly a Merlin instead.

ya dont need the skillz to fly the caldari mining vessel hi 8x miner II med MSB II, invul II, 4 cap rech t2 lows 2 co-proc t2, rest with mining upgrades

Missiles: Kestrel -> Caracal -> Drake -> Raven
Guns: Merlin -> Moa -> Ferox -> Rokh
Also, you have to look at how a race in general plays. Caldari are mostly snipers, Gallente like to fight right up next to you, with high-damage guns. Minmatar can do both, but are generally more frail, so they often "kite" their enemies, staying just out of their range with fast ships. Amarr... well, I havn't flown Amarr so I couldn't tell ya. 
I changed over to Minmatar (Fast, hit-and-run) because I didn't like Caldari's play style, have a friend who switched to Gallente, and have another friend who stuck with Caldari.
What do you like to do in EVE? The Rokh is a good ship for some things, and no so good at others, and it may not be the ship for you.

Me too, but a Rokh costs the same as 2.5 Typhoons or 2 Tempests.

The rokh is great but you need alot of skills so it might be best you sell the rokh and buy a drake its much easyer use heavy missile's and a passive tank till you got the skill for a rokh.

Not to spoil your fun there but why buy the Rokh now when you can't fly it? By the time you can fly it, prices will likely have dropped a bit more. --
