In a way, the states tabs would not come into use for all five bracket settings. My 'travel' brackets for example are only concerned with celestials - It's what I panic click on to warp my pod out. But for the other brackets, this would really help me to flip pretty quickly from one role (lots of travelling, looking out for neutrals, knowing how many friendlies are on grid) to full on combat (no friendlies, only ships on overview). Take a logi role - I'd be on 'fleet' states and 'ships only' brackets. Perfect for making sure I'm not getting out of range of any friendlies. But then things start going south and I need to kill drones on me. So I click once for enemy states, once for drone brackets and then target the red ones. Two clicks back to fleet/ships and I am able to logi. If my drones take damage perhaps I can just flick over to drones without changing states and have them repped as well. So if you have three of your five overview tabs already in that setup it's not needed. But I see this as being able to broaden your ability to be specific about your overview content. All while being fast to change in the heat of the moment.
