The small neutron/1600mm plate is a classic... for purely NPCing you can go with an afterburner instead of mwd, sparing your cap. With my skills I can replace the scram with a large cap battery as well (though it's pretty tight, might not fit for you), which would be quite useful with low skills as well.

Doubt it's possible to run out of cap vs rats unless you fail at using MWD.
Considered that set up. I have a couple questions though.
1) The MWD good for closing. Once closed are you going to cut it of leave it running and if you leave it running isn't that going to paint a big sig bullseye on you?
2) Dosn't Void just bork tracking all to hell and back? I thought it was best used to deal with ships of a larger size class not as general PvP ammo?
3) Seems a bit tank heavy. What if I dropped either the damage control or an EANM for a mag stab? Also what about dropping the webber, keeping the MWD and fitting a tracking comp (i.e. just deal with the high transversal speed and know that the other guy has more problems with it than you).
To address your questions... 1) of course, you turn a mwd off as soon as you're in range (preferably a bit sooner to prevent huge overshoot). An afterburner would probably be best turned off as well, unless your fighting something far bigger and want to keep transversal up while orbiting. 2) If you're fitting small blasters most other ships WILL be of higher class, and thus tracking won't be much of a problem. Switch to something else when you've got a fast frig/inty on top of you. 3) With the ridiculous range of small blasters I wouldn't lose the webber. You can try the setup with the full tank on, and see what you can lose for more damage...
