Heat: LOVE the idea. I would even go a step further and add a power control. Remember the pyramid from Independence War? You simply move the triangle toward the corner you want more power in (shields, engines, weapons). Obviously, moving more power into weapons causes less power to be given to shields and engines, etc.
If you want battles to involve more than blob vs blob, and want intermediate goals for smaller raiding parties and such, please bear with me as I try to abridge a nearly ten-page idea I had early last year.
You allow all stars, planets, moons and stations four warp-in points at the cardinals. A single moon could therefore support four different POS at the same time. This cuts the prices of the Tech 2 market (side effect), because all could mine at the same time.
You implement a system in which the more (and larger) POS towers at the same moon, the better everything works, in terms of POS weaponry. There would also be a built-in benefit, much like you get being in a gang with leadership skills, to anyone in orbit that is aligned (allies or allowed to use) the POS's.
You implement a range of structures that can be anchored in a moon orbit, such as where a POS might go, but would instead be mini-stations with varying capabilities. These would not be Control Towers. They would be Command Towers and Sensor Towers, etc.
Command Towers would allow one pilot (with a given skill necessary to operate the tower) to basically become an RTS commander with a system map. It would require a HUD addition to allow that pilot to interface with the POS's in orbit and any fleets in orbit. Different sized Command Towers do different things. A small would only do this, a medium do it better at greater range and a large would be the best and have the greatest range (linking with other towers, for instance, to provide full system coverage). Basically, you would have your fleet commanders sitting in those towers, which are fixed targets themselves.
Sensor Towers can be anchored across the system to provide a sensor net that BENEFITS THE DEFENDERS FOR ONCE. Depending on the number, quantity, and size of those sensor towers, it would be like have continuous scan probes running and you would be able to find enemy formations easily (depending again on number, size, placement, skills). Sensor Towers would have to be manually anchored and "linked" with the net in the system to be effective.
Both Command Towers and Sensor Towers would require POS fuel, just like our POS do now, but in far less amounts. They would have shields and weaponry for minimal defence, based on size and type (tech 2 command towers anyone?).
But here's the gist...THEY ARE TARGETS THAT NEED TO BE SYSTEMATICALLY WIPED OUT PRIOR TO ANY INVASION. A small gang would be able to take these targets out. It would be like contemporary warfare in which ground attacks are proceded by air strikes that attack the enemy's ability to defend itself.
This would add an element of strategy that is currently missing in territorial warfare. I got bored one day and did a long, exhaustively detailed work-up of this system, but there's no way that would be appropriate here.
