One possible ability for a capital mining ship:
The ability to eject and scoop very large cans for mining into by corpmates or others.
Lots of room to balance this. Can could be anything from jetcan sized on up to General Freight Container sized. To avoid having the mining ship be more valuable for other non-mining logistics, the cans should probably be ore-only. Open question whether they should be anchorable and/or password protected.
Personally I hope the mining ship is "capital" like the freighter, using jumpgates and being available in empire. I'm afraid it will be implemented as just another 0.0 queen, never seen by Empire players nor available to them even as an aspiration.

I just want to see an end to the madness of using carriers as glorified haulers due to the jump drive. Just admit people want and need jump driving haulers and slap one in.
The capital ORE is perfect. i like deploying gigantic mining containers, and being able to haul them too.
I've always been partial to pre-processing on a ship as well. (Basically just cut out some of the dross, change the ore to half m3 voume).
i just hate seeing war ships used for industry.... the mining apoc was replaced by the t1 and t2 barges for the most part, let's see the hauling carriers go that way as well.
As for other things industrial but not mining capitals could do:
Eat ore and produce pre-fitted combat ships in two sizes (frig and cruiser) that can't go through stargates, die after a specified amount of usage, and could be "cooked up" as local defenses, and better allow you to "feed off the enemy" by using the ore in their temporarily held territory to bolster local defenses, pair up with a mothership or titan, and keep people from flying back thirty jumps for a replacement ship when something simple and sub par on hand will do.
Some logistics capitals might be fun as well. As is, a carrier can easily carry a tower that candeploy it's nifty bubble... why not cut out hte middle man and allow a capital that can deploy, start eating fuel, and deploy a POS style forcefield, but have better built in resources (like a deployed expanding maintenence array and hangar array) to basically set up a froward base of operations in, say, an hour that has the functionality of a 1 1/2 hour setup POS and be torn down much quicker.

Stupid idea low end mining for empire will be harder as prices crash due to over supply. What would be nice is having a mining drone bay added to ore ships besides the combat drone bay.

The Annex
6 x High Slot 5 x Med Slot 4 x Low Slot
3xRig, no turret/launcher Hard points
99% Reduction in Mining Foreman Links CPU, 99% Reduction in Refining Array CPU, 99% Reduction in Docking Port Array. (When anchored) Mining Link 5% bonus per level, +1 Fighter per level (Can use Warden class only).
Capacity: 50,000 (?)
Cannot scoop cans.
Cannot deploy/operate Warden's or operate refinery when unachored. (Takes 10 mins to anchor/unancore). ---- Docking Port Array, allows ships with docking hardpoint module (High CPU req to limit to Industrials, mostly) to dock and transfer into/out of cargo hold.
Warden class fighter works similar to carrier fighters except they cannot warp, are slower, but there weapons are akin to sentry drones (So purely defensive in nature). -------
Thats pretty much how I'd see a ORE Capital, without going into grid, cpu, shield etc specifics.

Capital Mining Laser:
Requires the ship to activate a 'siege' type module that locks it down for several minutes, and maybe uses some sort of fuel.
Only works on Veldspar and Scordite rocks, but rips through them at a super fast rate. Designed to rip those planetoid sized veldspar and scordite rocks in deep 0.0 space.
Maybe have a drawback where the mining laser causes 'damage' to the roid size of nearby higher grade roids. Maximum results would be mining barges strip the high ends, and the capital then strips the low ends.
Mining 'fighters':
Can not be assigned to barges or industrials.
Can not warp.
Mining 'fighters' would allow people to fly combat capable ships to mining ops and still participate in the mining. Instead of mining ops consisting of one tanker and everyone else crossing their fingers that they don't get attacked. Now the attackers have to worry about attacking the op and dealing with a reasonable sized gang of fully fitted combat ships looking to defend the locked down ORE capital ship.
