just wondering outside of a silly non finished attempt at roaming npc's and a minor annoyance, why these entities are in game, dont they take up valuable rescources that could best be applied elsewhere ? just a question

Before the warp-to-zero, and huge loads of bookmarks, they did serve as a little more of an threat - for haulers, mainly.
I would say that they are rather nice little thing that makes space look a bit more lively.

especially when you get pounded by triple 1.5m BS spawn in 0.0 because you decloaked first, waiting for your enemy to decloak.

I always wondered about the high sec gate rats (you know, the ones that can shoot you up at gates with concord and customs and navy ships all looking on). I could understand lowsec and 0.0 ones, but the ones in high sec make little sense to me.

customs agents scan smugglers for drugs ( that whole system is borked and unlikley to be fixed soon)
racial ships are there to scan for peeps that are -5.0 with their empire ( they shoot on sight but can be killed-avoided as they are much weaker than concord)
haulers outside stations in empire can be shot if youre lucky the empire racial ships and station sentries wont attack giving u some nice NPC loot

Now, if some of these gate camping rats had warp scramblers, they would all of a sudden have quite an impact ^^
But yeah, having them float around next to sentry guns is sort of dumb.

They need to rig the gates to occasionally activate and send NPC rats through, and then promptly have CONCORD and faction ships blow them away.
It'd be an impressive thing to see first time round.

Some have, except it has changed lately. I remember a mate, who got pwned by some gate rats, because he thought, he could warp away at anytime, so he played around a bit. He was a bit annoyed, but I found it quite funny.

high sec gate rats should have been removed long ago. If you find gate rats in high sec then please file a bug report and let us know about it.

Cruisers too and not just in 0.0. I once list a thorax to a scrambling guristas caracal. -----

Dont mistake those rats at gates from people running missions, that have to kill those. They are normally 200+km away from the gate.
Also whats even more rare is to have 0.0 rats at stations and posses in 0.0

Does this refer to station camping rats in high sec as well? I met some station-camping rats in Mandoo (0.5) - two Blood Raiders. Their behavior was extremely unusual, to boot.
Having no proper combat vessel at my disposal, I took my Atron (1098m/s on AB) and went after them, launching a drone as my main weapon (that was my courier frig, go figure). After getting them both into armor, the rats suddenly turned tail and ran, which was the first time ever I saw a rat try to escape.
They ran away not only from my fast Atron, but also from my drone, moving at least two times faster than I did. Eventually I gave up pursuit and returned. However, they never warped away.
For the rest of the day, I was doing courier missions, and every time I showed up near the station, the rats would turn on their engines and run. Presumably, they stopped as soon as I docked or warped away, but seeing two red crosses 4500km away from the station was highly odd. ----- I'm fine with being an !. It happens sometimes when the rats spawn in the wrong place. Sometimes you get two spawns of rats in a belt too, and one spawn will mwd away, usually toward the belt they were supposed to spawn in.

I would say add more rats at low-sec + 0.0 gates. Might drive off the humand campers. Give 1 in every batch scrams/webs as well.

Hmm, I think I envy you, that would make the POS-life a bit more exciting. ;-)
Anyway, who gets the bounty in that case? The tower? Does the AI of the tower start to shop around for ammo or worse: Start moving to the next station, docking and buying exotic dancers?

I can beat that, I've found a BS spawn at my safe spot
I'd literally just entered the system & warped there. They were waiting for me when I arrived. And nope, there hadn't been any on the gate, so they hadn't followed me from there.
The annoying thing was, I was in my Cov Ops, going around passwording GSCs. Which I couldn't because I would have ended up with an embarrassing kill mail...

well it just seems to me that with so much isk already incoming to the universe is another needed , and how much lag do all those rats cause. how much of eve's system rescources are used by random spawning rats. and since from my experience they are on more of the gates in 0.0 than they are not on . doesnt that contribute significantly to sucking up server rescources. At the moment NPC behaviour is ridiculous. and confusing. as it follows no logical or storyline behaviour, such as mission and belt rats. the randomness and extreme freequence of thier prescence on 0.0 gates in no way simulates any kind of patrol behaviour.
