Give players/Corporations ability to buy mining License from NPC Corporations, or player owned systems in nullsec.
These Licenses could be adjusted to be 1 day, 1 week, or 1 month. There should also be low grade mining License, medium grade and high grade, which gives increasing higher yield and different types. In all a player/corp could set up a custom License that suits the miners needs in both length, wanted astroids and Security. These licensenses would give th miner/miners, exclusiveness to the site the have payed for.
The better sites, better yield and better Security... the higher price.
Also make the Licenses in such way that it aint a item that can be resold to avoid profittering by big Rich Corporations.
Also make the highest Security on license in such way that gankers cant track the miners down...

I don't see the point of your idea. It sounds like you're a miner and only want this for your own good. Who would enforce such security, btw? Who will pu ish you if you lack such an NPC license?

Paying for Gank free mining would be terrible for competition. The older players pay for safety and can fit for max yield to make even MORE money, whilst New players who cant afford it are the only targets left for gankers.
Very bad idea.

Have to add, though, that not flying a full yield covetor is only necessary if you mine afk anyway ... ... for which you should get your ship shot down in a glorious ball of fire.

If you want rights to mine in some ones space then contact them and thrash out a deal or see if you can join a corp in their alliance.
As to obtaining unenforceable licences of no practical use from NPC corps why would anyone bother? It just sounds like another pointless hoop to jump through I'm afraid. The only marginal positive I can see in it would be that it would be another ISK sink.

we have mining licences - they are called being a capsuleer and being able to fight off those who come at you/having other people to fight for you.
For posting an idea into F&I:
come up with idea, try and think how people could abuse this, try to fix your idea - loop the process until you can't see how it could be abused, then post to the forums to let us figure out how to abuse it.....
If your idea can be abused, it [u]WILL[/u] be.

You can already buy a mining license from players, and there is no need to buy it from NPCs as those who own space won't shoot you anyway, unless you aren't on friendly terms with them. I suppose there could be a license to mine without being disturbed by belt rats, but something tells me it would be less effective than buying one from players.

Creating protected areas in space is not a good idea. While I miss that people had to scan down the ore anomalies, I understand the issue of creating a low barrier of entry for both miner and attacker.
Also, when you are dealing with NPCs: there already exists a "mineral license" of sorts - you can often find decent mineral deposits in a variety of existing missions that NPCs offer. You can even avoid completing the mission to allow the minerals to re-spawn the next day. |

Unfortunately they no longer respawn the next day.
One storyline mission I remember had a pocket with several massive rocks. Massive as in several rich plag rocks with 900 000 inits each and pyrox rocks with 80k each. Bastards didnt repawn.
