So I'm looking into pirating, and was wondering which race's ships (mainly frigs and cruiser/BCs) are best for PvPing (or Pirating)? I've heard that gallante are good DPS but not very flexible, and i've heard that Caldari are bad PvP

Nothing is bad nothing is uber fly what you enjoy.
On one note the rifter I have found is a enjoyable starting pirating ship, with very good slot layout. However anything works, hell ive seen people pvp in osprays.
Dont go for a race because someone tells you its super at something, go with something that fits with you.

Gallente + minmartar, pilgrim is really really nice too, lots of skillpoints needed for that, your probably best going for a thorax or vexor _____

All 4 are great
Amarr Arbitrator is a great pvp ship, cap is no problem, same with the layout, because you're little minions do all the work
Punisher, Survive long enough to wear them down and then BOOM!
Gallentee Vexor, same as the arbtrator just not as sexeh
Thorax, Blasters ownage. dont tank, GANK!
Incurus is half decent but i would pick the rifter anyday
Minmatar Rifter, nuff said. although the stabber aint bad
Caldari Caracal is nice and disposable and cheap
Armed with that knowledge just pick the one you have the most SP in ;)

I'd say Gallente has a good mix of ships to start you off on the right path. No matter what you pick, there'll be ships of other races that you'll end up wanting. I'd say specialize at first on a path you enjoy, then branch off from there. I was a raven Pilot for a very long time, now it just sits in the hangar rusting.

lol don't go caldari my butt it really depends on what you want to do if you play caldari smart you can be just as effective as any other race. i have to say i have pvp'd in a opsrey and won. i have beat the crap out of thorax and brutix setup's its just in how you do it. i have lost to the same setups too if you like sheild tanking go caldari or gallente for armor pick the other two. missile boats is caldari's province. trust me pick some race you like and work it out from there. i started as minmatar and hated it so i went caldari and i love it

Caldari is meh for pvp imo.. Mediocre at best. Indeed the Cerb is an awesome ship at what price.. Drake is very good too but so and so.. Scorp is excellent but the rest is meh.
At 3rd place you find Amarr.. With the ammount of noobs flying Caldari and Ravens EM isn't a bad damage for pirating I think.. Armageddon is an excellent small gang pvp ship imo. Plus it's sexy. Their T2 ships is very good too.. T1 is a joke except for the battleships and the battlecruisers. The only real solo ship is the Pilgrim though, and maybe the Absolution or Zealot.
At 2nd place we have Minmatar. A lot of crap, but a lot of NICE as well. Vagabond is allthough SP heavy, probably the best HAC ingame in terms of survivability. Nanophoon is the new dominix. All the cool kids seems to have one. Autopest only got better since Rev imo. Don't know the Mael much.
But at 1st place there is Gallente. Even if you melted the three other raced together to one I'd still say Gallente is better. Why ?
Ishkur, Vexor, Thorax, Ishtar, Myrmidion, Astarte, Dominix, Megathron, Hyperion.
Best "solo" or small gang race in game imo.

Vexor > arby, the extra high slot is ftw.
Thorax... heavy electrons, 1600mm plate, small armor repairer = pwn. Gank and tank in the same package.

for gate camp support ... Scorpion or Rook is good, it can sit outside of sentry range and use say remote sensor boosters giving your team the ability to almost instalock someone, plus with some moderate skills in missiles you can shoot from the point and help take down enemies whilst still providing useful bonuses to your gang

Piracy to me is more about damage types than which race you fly.. For belt piracy ideally you'll want to have victims deal the damage type you're most hardened to and receive the damage type they're least tanked against.
I wouldn't want to be flying Zealots and stuff in Bleak Lands region. Everyone you encounter has EM/Thermal tanked to the hilt and you aren't going to deal another damage type anytime soon.
However a Muninn would make a great choice in the above situation, average person is going to be spamming thunderbolts at your armor tank while you deal mostly explosive back.
This is why Gallente and Minmatar make great choices. They can adapt to whatever the local NPC hunters are flying. Also armor tanks tend to free up space for tackling slots (Hence why Caldari don't get picked often)

Gallente, you have a huge amount of flexibility and a ship for every situation. You need to be more specific "pvp" and/or "piracy" doesn't tell us much about the intended useage. I'd say each race has a gem in one area or another.
If you want to go solo then belt piracy is your only viable option in ships smaller than BS (ships that can't sentry tank for awhile).
I've done a lot of solo belt piracy. Mostly you end up against noobs in frigs, destroyers and cruisers. Most of these people WILL NOT fight back. They will sit and die. However, some will fight back. When they fight back it is best to run unless the odds are heavily in your favor (Ceptor vs. T1 frig, etc.). I tended to use interceptors. Anything where you can dictate range and establish one outside of web range, and hit your target from there, is a good ship for solo belt piracy. You don't want to get webbed. Any interceptor can do this. And so can a Jaguar or Wolf with arties and speed/agility/mass mods.
When you're in a small group it doesn't really matter what you fly. If you can either lock fast or do good DPS you will be of use. Tanking doesn't matter as much as there is no way to guarantee who the target ship(s) will primary.
The most important part of piracy is finding/choosing targets and this has nothing to do with what race you are.
