what would u choose? - 2 small blasters battery and PG enough to put an extra web battery and a scrambling one(there are already 1 web and 1 scram instaled)
or
- 2 small railgun battery
ty and fly safe :)

Use blasters (if you already have some small long range guns also). If those would be the only small weapons on it then blaster / railgun or Autocannon / Small Artillery - whatever you can make fit.

I have a question: why do you need to protect a POS from frigs and inties? As I understand it, they can't really do anything to it--is it mainly to prevent them from conducting recon? Or to keep them from camping your POS and ganking your ships as you leave? Or what?

To keep them from hanging around using up ammo from the big guns.

Many people will use frigs an inties to "unload" a pos's guns ammo in prep for a capital strike. These fast ships are untouchable (tracking) by the large pos guns who will fire idiotically at them anyway untill there ammo supply is depleted. Once they are, then BS/Cap ships jump in for the kill.
Its lame, but like all lame tactics in EVE, ppl use it. Until you can filter the guns targets by ship type, it will continue to be an issue.

Even after filtering to lets say only BS, then a nanophoon would be the next one from a close orbit and speed it will still be untouchable unless you have small blasters/ac/pulse and webs with a scam to keep them there, or use dual web to get them to get them down to be under a 95% web. Then your won;y worry might be a 10km cepters but then again everything has a limit

2-3 webbers + some small guns solves this problem. if a inty get a good wack even from one gun it'll instapop in most cases.

so,
as a conclusion is better to go for 2 small blasters(those will be the only small wep) + the extra web and scrambler(this way the POS will have 2 web and 2 scram on-line)

Yes. If those are the only small guns then it's more reasonable to fit 2 short range ones as those have better tracking. Even interceptors going 10 km/s cant eascape your medium long range guns indefnately when thry orbit above 90/120 km mark.
As a additional note - make sure you mix damage types. It's not as critical on small weapons but it's more critical for 'main' POS guns. If you do only 2 damage types it's a lot easier to tank you than if you do all 4 damage types. If you cant squeeze in minmatar guns then missile launchers are the next best thing. They do go offline when reinforced, but say ... 4 torpedo launcher batteries doing EM / Exp damage in additon your guns kin/therm can save your day by just being there.
